Position Overview:- Parsons is looking for an amazingly talented Technical Director/ Rail System Project Manager (PM) to join our team! In this role you will get to supervise the implementation of essential Rail Systems upgrades to be undertaken on Dubai Metro. The ideal candidate will have a solid rail systems background, including traction and non-traction power distribution systems, and working knowledge of Communications, SCADA, MMS, MEP and related systems, with proven experience on Metro projects.

What You'll Be Doing:

  • In capacity as the PM, leads unusually complex asset challenges and provides solutions that are highly creative, and other functional and delivery leads.

  • Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.

  • Monitors the Contractor’s performance in delivery programs according to the established packaging strategy, including adherence to schedule, cost and standards codes, design coordination activities, and the production of construction tender documentation which would include securing appropriate approvals from the Client and local regulatory authorities.

  • Ensures adherence to relevant industry regulations, environmental standards, and safety protocols. Supervises necessary permits and approvals required from relevant authorities.

  • Establishes quality standards for rail and transit projects. Conducts periodic inspections to ensure work meets established standards and specifications.

  • Provides oversight and coordination of rail systems scope, including traction power and auxiliary power distribution systems, rail communications systems, SCADA, MMS, signaling interfaces, and their integration with civil and track works.

  • Coordinates system-wide design and implementation activities for power distribution (e.g. substations, distribution lines, feeders, return circuits) and ensures proper interface with existing infrastructure.

  • Ensures all systems are planned, designed, installed, tested and commissioned in alignment with project requirements, interface control documents, and client standards.

  • Leads technical excellence on the project, including furtherance of the quality improvement processes of the client and Parsons.

  • Mobilizes company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.

  • Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates.

  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule.

  • Oversees establishment of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, Systems Integration Plan, Testing & Commissioning Plan, and other documents as required.

  • Works with the key project staff, consultants, contractors, and subcontractors to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.

What Required Skills You'll Bring:

  • Bachelor's degree in engineering or equivalent from a recognized university is essential.

  • Master’s Degree is preferred.

  • Chartered Engineer/P.Eng status, PMP/ChPP certification or equivalent preferred.

  • Minimum 15 years of relevant technical experience on significant large-scale projects.

  • Demonstrated experience in project management, particularly in railway and transit major projects.

  • Proven experience on Metro projects is highly desirable.

  • Strong rail systems background, including experience with traction power and non-traction power distribution systems (e.g. substations, medium/low-voltage distribution, UPS, earthing and bonding)

  • Working knowledge of railway Communications systems (e.g. fiber, radio, PA, CCTV, Passenger Information, telephony) and their integration with operations.

  • Working knowledge of SCADA systems (for traction and non-traction power, tunnel and station systems) and MMS or similar Maintenance Management Systems.

  • Experience managing multi-disciplinary rail systems packages and interfaces.

  • Understanding of the construction management at risk alternative delivery process and the functions inherent to construction management of large-scale projects.

  • Understanding of budget development and cost accounting.

  • Ability to manage and encourage a team of design, rail systems and construction management professionals.

  • Ability to interface with all levels within the project team, client, and others.

  • Knowledge of construction contract negotiation and administration.

  • Ability to read, analyze and interpret complex documents.

  • Ability to respond effectively to the most sensitive inquiries or complaints.

  • Ability to apply principles of logical or scientific thinking to a wide range of support function problems.

  • Ability to function in a multi-organizational environment by developing relationships that comply with the client’s proactive, collaborative culture.
