Job Summary: This position is part of the Defense Human Resources Activity. The incumbent will be responsible for evaluating work performance of subordinates; gives advice, counsel, or instruction to incumbents on both work and administrative matters; identifies developmental and training needs of incumbents, providing or arranging for needed development and training; finds ways to improve production or increase the quality of work directed; and develops performance standards..

Major Duties:

  • As a Supervisory Education and Training Specialist at the GS-1701-15 some of your typical work assignments may include: Leads and directs the work of five subordinate organizations by setting priorities, planning schedules, developing performance standards, and evaluating work performance to ensure the quality and timeliness of all academic programs. Exercises the full range of supervisory personnel management responsibilities, including recommending selections, resolving grievances, initiating disciplinary actions, and ensuring the professional development of all staff and faculty. Provides expert policy guidance and advisory services to senior leadership, staff, and external stakeholders on DoD workforce development, personnel management, and organizational design. Directs all academic resource management for the Directorate, overseeing the development of budget documents, spend plans, staffing reports, and acquisition strategies to ensure mission success. Represents the Center of Excellence in high-level meetings with DoD components, federal agencies, and international officials, speaking on behalf of the Commandant on all workforce development matters. Oversees the Directorate's strategic planning process, including the development of the annual strategic plan, mission briefings, and progress reports to align with institute and higher headquarters goals. Develops and establishes measurable quality standards for academic content and delivery, collaborating with leadership to monitor and report on program efficiency, effectiveness, and cost.

Qualifications: You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Leading a multi-tiered organization by planning work, setting strategic priorities, and developing performance standards to guide subordinate supervisors and teams toward mission accomplishment. Managing the full spectrum of military and civilian personnel programs, including position management, performance evaluation, staff development, and the resolution of complex grievances and disciplinary issues. Directing the complete resource management lifecycle for an academic directorate, including developing and executing budgets, managing manpower and staffing, and overseeing acquisition and contracting processes. Providing expert policy analysis and strategic advice to senior leadership on complex issues related to DoD workforce development, academic quality assurance, and organizational effectiveness. Representing an organization at the highest levels by building effective relationships with senior DoD and federal officials, assessing stakeholder needs, and resolving significant issues on behalf of leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
