Job Description:

Parsons is looking for a talented Senior Civil Engineer to join our team! In this role you will support the delivery of civil infrastructure works for a major development program in Qatar, overseeing the design coordination, construction supervision, and technical integration of civil engineering systems across complex multidisciplinary project environments.

As Senior Civil Engineer, you will provide technical leadership across roads, utilities, drainage systems, and marine infrastructure while working closely with consultants, contractors, and project stakeholders to ensure that civil works are delivered in accordance with project specifications, regulatory requirements, and international engineering standards.

What You'll Be Doing:

  • Provide technical oversight and coordination of civil engineering works including roads, utilities, drainage systems, and large-scale marine infrastructure.
  • Support the management of design development and construction supervision activities for major infrastructure works and complex structural civil components.
  • Review and validate multidisciplinary engineering designs to ensure compliance with applicable codes, standards, specifications, and project requirements.
  • Coordinate closely with structural, architectural, MEP, and specialist engineering disciplines to resolve technical design interfaces and construction challenges.
  • Provide site-based engineering support including review of contractor submissions, monitoring construction progress, and ensuring alignment with approved project schedules and budgets.
  • Assist in overseeing contractor performance to ensure that civil works are executed in accordance with quality standards, safety requirements, and technical specifications.
  • Review technical documentation including engineering reports, method statements, material submittals, and shop drawings.
  • Support contract administration activities including review of contractor claims, variations, and technical correspondence.
  • Participate in multidisciplinary coordination meetings with clients, consultants, and contractors to address technical issues and maintain alignment across project stakeholders.
  • Ensure civil engineering works comply with Qatar regulatory requirements including Qatar Construction Specifications (QCS), Ashghal standards, and other relevant local and international codes.
  • Contribute to construction sequencing planning, design validation, and infrastructure integration across project zones.
  • Support the use of project management and reporting systems to track progress, milestones, and technical performance across civil engineering activities.
  • Assist project leadership in resolving complex technical issues and ensuring effective coordination between design, construction, and implementation teams.

What Required Qualifications & Skills You'll Bring:

  • Bachelor’s Degree in Civil Engineering from an accredited institution, with a Master’s degree preferred.
  • Minimum 20 years of professional experience in civil infrastructure management on large-scale projects, including at least 5 years working in the GCC region.
  • Demonstrated experience in design management and construction supervision of major infrastructure works including roads, utilities, drainage systems, and complex civil structures.
  • Experience working on large multidisciplinary developments such as major urban developments, marine infrastructure projects, or transportation-related programs.
  • Proven background working within PMCM consultancy environments, coordinating between clients, consultants, and contractors.
  • Strong expertise in civil engineering design principles, standards, and construction methodologies, particularly for complex infrastructure integration.
  • Comprehensive knowledge of international and local infrastructure codes and standards applicable in Qatar.
  • Experience performing site engineering oversight including quality control, schedule monitoring, and contractor performance evaluation.
  • Strong ability to review and manage multidisciplinary engineering designs ensuring compliance with codes, specifications, and project requirements.
  • Experience coordinating technical interfaces with structural, architectural, MEP, and specialist engineering teams.
  • Strong contract administration and technical documentation skills including preparation of engineering reports and review of contractor submittals.
  • Proficiency in project management and engineering tools such as Primavera P6, MS Project, Aconex, and relevant design software including AutoCAD, Civil 3D, and STAAD.
  • Strong stakeholder management and communication skills with the ability to liaise effectively with clients, consultants, and contractors.
  • Membership or chartership with a recognized professional engineering body such as PE, CEng, PMI, or MICE is preferred.
  • Ability to adapt to complex program environments involving accelerated schedules, high-profile client interfaces, and integrated design-construction implementation.
