Job Summary: The Pathways Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. To be eligible, applicants must apply within two years of degree or certificate completion (except for veterans precluded from doing so due to their military service obligation, who will have up to six years after degree completion to apply).

Major Duties:

  • As a Program Specialist (Recent Graduate), GS-0301-7/9, your typical work assignments may include the following under supervision: Provides advisory services to OMB staff as well as staff of other agencies to include serving as the point of contact for all incoming data requests and apportionments. Disseminates information on technical requirements, suspense dates, and reporting formats. Coordinates responses, orally and in writing, across the Division to consolidate and ensure the Division's submissions are adequate, consistent, and adhere to prescribed administrative requirements. Assists higher graded Program Examiners and Analysts in legislative, economic, management, financial management, procurement, regulatory, and organizational analyses. Assists in reviewing and analyzing the formulation and execution of the budget. Develops, reviews, and advises on the preparation of formal documents such as the President's Budget and official correspondence. Assists Branch Chiefs, Program Examiners and Analysts to arrange meetings, travel, and hearings for staff members. Colloborates with offices within OMB and other White House components on issues that are priorities for the President and Senior White House officials.

Qualifications: ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. To be eligible for the Recent Graduate Program, applicants must meet one of the following requirements: A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; OR B. Released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for his/her degree or certificate. AND SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-7 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-5 grade level in the Federal service or equivalent experience in the private sector that demonstrates: (1) Performing administrative support duties related to health issues; AND (2) Developing materials to present ideas, conclusions or recommendations. OR 1 full year of graduate level education or superior academic achievement. SUPERIOR ACADEMIC ACHIEVEMENT: Must have been gained in a curriculum that is qualifying for the position to be filled. .A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. EDUCATION SUBSTITUTE: Education must demonstrate the applicant obtained the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. OR A combination of graduate level education and specialized experience. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. May be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.) You may qualify at the GS-9 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-7 grade level in the Federal service or equivalent experience in the private sector that demonstrates: (1) Developing, reviewing or advising on the preparation of formal documents (e.g., financial management, budget submissions, or program/policy guidance; (2) Coordinating incoming data requests to disseminate information on technical requirements and suspense dates; AND (3) Reviewing or analyzing the formulation or execution of a budget. OR A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. OR A combination of graduate level education and specialized experience. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. May be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
