The Opportunity:
We seek a highly motivated Advanced Manufacturing Program Manager to establish and lead a comprehensive program addressing critical supply chain challenges for long lead time and obsolete parts at SRFJRMC Yokosuka, Japan. This pivotal role will develop the strategic vision and implementation roadmap for advanced manufacturing solutions directly supporting naval ship repair availabilities. The Program Manager will create processes for identifying, evaluating, and fabricating critical components using cutting edge technologies, while building cross functional relationships with engineering, operations, and supply chain teams. You will establish quality control systems, develop innovative procurement strategies, and champion advanced manufacturing adoption throughout the organization to transform SRF's capability to address part obsolescence and lead time challenges, ultimately enhancing fleet readiness and operational efficiency in this mission critical environment.


Responsibilities:

  • Define strategic vision for advanced manufacturing program, integrating with SRF procurement systems
  • Establish processes for identifying, qualifying, and fabricating critical parts using advanced methods
  • Develop business cases, secure funding, and lead cross-functional teams
    Identify long lead time/obsolete parts impacting ship repair with cross-departmental collaboration
  • Conduct technical analyses for manufacturing applications, including materials and design requirements
  • Oversee reverse engineering for components lacking technical documentation
  • Manage relationships with external manufacturing vendors
    Establish quality control and testing protocols ensuring naval standards compliance
  • Develop innovative contracting strategies for manufacturing services and materials
  • Integrate advanced manufacturing with existing logistics systems and performance metrics
  • Interface with stakeholders, including senior leadership and technical authorities
    Deliver weekly updates and monthly presentations on program status and challenges
  • Identify and mitigate program risks while ensuring regulatory compliance



Qualifications:

Required: 

  • Active Secret Security Clearance
  • BA/BS in engineering or related technical field
  • 10+ years of progressive experience in program or project management in complex technical environments

  • Demonstrated experience establishing and leading new programs from concept to operationalization

  • Proven track record managing complex supply chains, procurement processes, and vendor relationships

  • Strong understanding of parts qualification, testing, and certification processes in highly regulated industries
    Experience with reverse engineering methodologies and technical data package development

  • Leadership skills and ability to influence diverse stakeholders across organizational boundaries

  • Technical understanding of advanced manufacturing processes and their applications

  • Excellent problem solving, analytical thinking, and strategic planning capabilities

  • Exceptional communication skills for presenting complex information clearly to various audiences


Desired:

  • Master's degree (MBA, MS in Engineering or related field)
  • 5+ years specifically focused on advanced manufacturing, supply chain optimization, or new capability development
  • Extensive knowledge of various advanced manufacturing technologies (Additive Manufacturing/3D Printing, CNC machining, etc.)
  • Experience addressing long lead time or obsolete parts challenges in defense or aerospace sectors
  • Digital twin/digital thread concepts familiarity and implementation experience
  • Financial acumen with budget management and business case development expertise
  • Experience in a US Naval Shipyard, Regional Maintenance Center, or similar maritime environment
  • Proficiency in project management software, ERP systems, and CAD/CAM applications
  • Understanding of DoD acquisition processes and naval technical authority requirements

The proposed salary range for this position is:

$77,600 - $162,900
