Job Summary: You will serve as a HR SPEC (EMPLOYEE RELATIONS/LABOR RELATIONS) in the Naval Education and Training Command of NETC HUMAN RESOURCES OFFICE. Major Duties:

  • You will provide limited technical over-site, advice, and guidance on the most effective alignment of LER (Labor and Employee Relations) and performance management policies to support strategic goals and objectives. (GS-11)
  • You will assist on a broad range of employee relations (ER) activities including guidance and advice to employees, leadership, program managers, other management officials and supervisors. (GS-11)
  • You will participate in labor contract negotiations that include several contracts or bargaining units. (GS-11)
  • You will evaluate performance appraisal and tracking systems; assist managers/supervisors to draft performance improvement plans, coaching agendas, training materials, and progress tracking methods (GS-11)
  • You will brief GS-11 's on new trends and developments in the labor and employee relations field. (GS-12)
  • You will gather background information and prepare formal correspondence on full range of disciplinary actions. (GS-12)
  • You will independently handle concerns that often have interrelated sub-problems and issues that frequently have potentially serious mission or cost impact. (GS-12)
  • You will develop and conduct studies to determine effectiveness of performance management system in rewarding high performing employees. (GS-12)

Qualifications: GS-12 : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing management advisory services to management on employee relations issues such as performance management, employee discipline, adverse actions, employee counseling, grievances and appeals, medical cases and FMLA (Family Medical Leave Act). Serving as a performance consultant by using state of the art process models to identify, evaluate, and recommend solutions to improve job performance and which support business goals and mission priorities. GS- 11 : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
