The Oregon Business Development Department (dba Business Oregon) is excited to announce for a Human Resource Analyst 2 within our Human Resources Team. This position is offered as a job rotation or limited duration appointment, ending September 30, 2026, with possible extension based on funding and workload.

The goal of this recruitment is to fill this position at the Human Resource Analyst 2 level. However, we encourage candidates who meet the minimum qualifications for the Human Resource Analyst 1 level to apply. Underfill applicants must meet higher level within 36 months from date of hire. We will also consider job rotation opportunities to fill this position.
Note: This position is eligible to work remotely approximately four days a week. The in-person work location will be located in Salem. Recruitment : independently lead full‑cycle recruitments, including developing job announcements, posting advertisements, reviewing applications, and participating on interview panels while delivering excellent customer service to candidates.
Outreach & Network: act as a champion for the agency at career fairs, networking events, and other outreach activities to support employer branding and recruitment efforts.
Classification: conduct a position classification analysis by reviewing position duties, responsibilities, and distinguishing features to conduct accurate classification analyses and ensure proper allocation.
Coaching: provide your guidance and expertise to employees, managers, and other HR analysts on topics including FMLA/OFLA, workers’ compensation, Americans with Disabilities Act (ADA), classification and compensation, recruitment, training, performance evaluations, and so much more!
Customer Service & Workplace Culture: create a welcoming, approachable, and inclusive environment. Maintain positive working relationships with employees at all levels.

State of Oregon HR Experience. Preference will be given to candidates with State of Oregon experience in HR Generalist functions, including, but not limited to FMLA, ADA, recruitment, classification, Workday etc.
Recruitment: Demonstrated experience conducting full-cycle recruitments, including drafting job announcements, posting advertisements, screening resumes, coordinating interviews, preparing interview materials, interviewing candidates, and coaching hiring managers on hiring practices and policy requirements.
Outreach: Experience and excitement for representing the agency at career fairs, mock interviews, Say Hey events, and other outreach or community engagement activities.
Classification: Skilled in developing position descriptions, conducting desk audits, and performing classification reviews and analyses.
Communication Skills: Excellent written and oral communication skills and the ability to maneuver difficult and sensitive conversations with individuals and groups.
Initiative: Takes responsibility for deciding where the work need is and coordinate their daily schedule. The ideal candidate looks for opportunities to streamline current work processes and develop new procedures for efficient workflow. Ability to work independently and be self-motivated.
Teamwork. Ability to be part of a cross-functional team, be supportive to colleagues, and to build trust and rapport with people from all backgrounds and experience levels.

As a Human Resource Analyst 2
A Bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority and two years of Human Resource professional-level experience related to the position.
OR
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position.
OR
Five years Human Resource experience related to the position. Three of the five years must have been at the professional level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.
As a Human Resource Analyst 1

This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS, after an initial six-month waiting period.
