Job Summary: The Department of Energy (DOE) seeks a seasoned executive to serve as the Director, Office of Executive Protection. The incumbent will lead a comprehensive program to protect the Secretary of Energy and other designated dignitaries from a full spectrum of threats. The role involves managing protective operations, directing criminal investigations, and ensuring leadership continuity during emergencies. This executive position demands leadership and extensive investigative and security expertise.

Major Duties:

  • Step into a pivotal leadership role at the heart of national security. The Department of Energy (DOE) is seeking a distinguished and decisive executive to serve as the Special-Agent-in-Charge and Director of the Office of Executive Protection. This critical position offers the opportunity to lead and command elite protective operations for the Secretary of Energy, other senior officials, and designated dignitaries. You will be responsible for shielding the nation's top energy leadership from a complex spectrum of threats, directing sensitive investigations, and ensuring the continuity of government in times of crisis, thereby making a direct and vital contribution to the security of the United States. Duties Include: Lead Executive Protection Operations: Direct and manage all protective operations for the Secretary of Energy, Deputy Secretary of Energy, and other designated senior officials and dignitaries against criminal and terrorist threats. Direct Complex Criminal Investigations: Plan, coordinate, and lead sensitive and highly complex criminal investigations into threats, espionage, and other violations of federal law, including the Atomic Energy Act. Manage Protective Intelligence: Act on intelligence regarding threats against senior officials, oversee threat assessments, and initiate inquiries into potential security violations. Ensure Continuity of Government: Support Federal Enduring Constitutional Government (ECG) and Continuity of Government (COG) programs by ensuring the safety and availability of Departmental leadership during and after emergencies. Strategic Planning and Leadership: As a key member of the senior leadership team, frame strategic plans, set internal control standards, and direct the organizational activities, staffing, and policies of the Office of Executive Protection. Interagency and Jurisdictional Collaboration: Act as the primary liaison with federal, state, and local law enforcement agencies, including the FBI and DOJ, and direct multi-agency joint task forces when required. Expert Testimony and Legal Proficiency: Serve as an expert witness in legal proceedings and maintain proficiency in laws and requirements related to arrest, search and seizure, and the use of force. Firearms and Tactical Proficiency: Maintain expert proficiency in the use of firearms, defensive tactics, and emergency response, employing the "use of force" paradigm as required. Resource and Program Management: Determine financial and personnel needs, manage logistical and operational aspects of the office's programs, and ensure the recruitment of technical experts to maintain operational success. High-Level Representation: Represent the Department and provide leadership in dealings with high-level officials across government, industry leaders, and Congress on matters of executive protection and security. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Expert knowledge of protective intelligence and threat management, applying risk-informed methodologies to determine protective postures and mitigation strategies consistent with executive protection policy and legal authorities. TQ 2: Expertise managing dignitary protection programs, including domestic and international movements, site visits, and high-visibility events. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
