Job Summary:

The Jurisdiction & Classification Manager will act as the subject matter expert and leader for the Jurisdiction and Classification (JC) program within the Teledyne FLIR Defense group of companies. This position will work with Engineers who have been trained as JC classifiers (aka “Focals”) as a second level review to confirm the classification of items (hardware, software and technology).  This position will also be the primary point of contact for JC determinations within Teledyne FLIR Defense, will initiate JC training, support JC efforts during product development, assist in Commodity Jurisdiction (CJ) or Commodity Classification Automated Tracking Systems (CCATS) drafting and liaise with the Corporate International Trade Compliance (“CITC”) JC team. 

Job Duties & Responsibilities:

  • Perform second level reviews to confirm JC Focal classification determination of items for the Teledyne FLIR Defense group of companies.

  • Work closely with Engineering, Product Development, and Project Management on a regular and consistent basis to address any classification issues and concerns.

  • Understand the technical elements of product development to bridge engineering with the regulatory aspects of this role. 

  • Provide guidance and support to the Teledyne FLIR Defense JC Focal team.

  • Provide strategic guidance/direction on designing and classifying items for successful introduction in intended markets.

  • Monitor applicable regulations affecting current or future JC determinations and lead efforts to implement holds, changes, hold releases or license updates proactively with the assistance of the Trade Automation & Licensing teams as well as business units to avoid unauthorized transfers. 

  • Develop, implement, manage, and train on JC processes and the tools required for properly assigning JC to hardware, tools, equipment and technical information.

  • Maintain and update local JC policies and procedures.

  • Draft and submit for CITC review and approval Commodity Jurisdiction determination requests to the US Department of State using the DECCS government portal or CCATS requests to the Bureau of Industry and Security.

  • Assist the business with investigations and disclosures of any trade compliance related incidences.

  • Conduct periodic audits and self-audits and implement corrective actions, as required.

  • Provide periodic reporting and metrics of relevant JC data to business stakeholders and to CITC.

Job Qualifications:

  • Bachelor’s degree from a four-year college or university strongly preferred.

  • Minimum of 5 years of experience or equivalent combination of education and experience, with an emphasis in engineering and regulatory analysis.

  • Working experience in performing structured Orders of Review required to substantiate a JC self-determination or support a formal JC request.

  • Experience in U.S. export regulations including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the Office of Foreign Assets Control (OFAC) and knowledge of UK, EU, UAE and/or Norwegian export control laws preferred.

  • Ability to read, analyze, and interpret governmental regulations and other trade compliance resources, write reports and procedures and present information to business leaders.

  • Experience working with Enterprise Resource Planning (ERP) software (SAP strongly preferred), Global Technical Systems (GTS) and Global Trade Management (GTM) software (OCR Ease strongly preferred).

  • Hands on and pro-active attitude, problem solving approach, with analytical and critical thinking skills.

  • Team player in a diverse and internationally operating business.

  • Able and willing to travel approximately 10%, primarily domestic.

Salary Range:

$96,600.00-$128,800.000
