Position Description:

The Staff Officer SME IV serves as a senior subject matter expert providing high-level policy, operations, and analytic support to the Operational Support and International Partnerships (OSIP) Office within the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)). This key personnel position requires extensive expertise in intelligence operations, policy development, international partnerships, and strategic planning.  The incumbent will support OSIP's core functions: developing and managing resources to address intelligence mission requirements, conducting outreach to appropriate Department of War (DoW) and Intelligence Community (IC) elements, and providing oversight of sensitive activities and special programs.

Responsibilities and/or Success Factors: 

Policy & Strategy Development

  • Develop, review, and revise strategy, policy, and guidance related to intelligence activities 
  • Provide expert advice and recommendations on key strategic, planning, programming, budgeting, and policy matters 
  • Develop and evaluate OUSW(I&S) policy documents, ensuring they meet Defense Intelligence needs 
  • Coordinate national policy for specialized intelligence operations Stakeholder Engagement & Coordination 
  • Coordinate with stakeholders across the Defense Intelligence Enterprise (DIE), DoW, IC, Combatant Commands (CCMDs), Joint Staff, Military Services, Combat Support Agencies (CSAs), and international partners 
  • Identify and manage collaboration requirements across multiple intelligence domains 
  • Schedule and facilitate high-level meetings, assign and track resulting tasks 
  • Represent OSIP at interagency forums and working groups Senior Leadership Support 
  • Prepare communications, briefings, white papers, presentations, and decision memoranda for OUSW(I&S) senior leaders 
  • Support deliberations and decisions on complex national and international issues 
  • Prepare quarterly reports to Congress and Executive Branch Senior Leaders on DoW sensitive activities 
  • Facilitate meetings, conferences, and official visits for senior leadership International Partnership & Liaison
  • Provide subject matter expertise for International Partner Engagement (PE) Regional Teams
  • Manage initiatives for relationship building with international partners 
  • Support Foreign Liaison Officers (FLOs) and recommend strategies to ensure policy compliance 
  • Coordinate with stakeholders on Partner Engagement issues Program Oversight & Implementation 
  • Provide policy oversight, implementation planning, and execution of transformational initiatives 
  • Oversee initiatives related to Coalition and Combatant Command IT and Information sharing 
  • Monitor and review CCMD progress and compliance with intelligence policies 
  • Assist in the oversight and governance of intelligence policy for specialized domains (Space, Cyber, Nuclear, etc.) Intelligence Domain Expertise 
  • Serve as a substantive expert on assigned intelligence domains (regional or functional) 
  • Provide analysis of military doctrine and policy related to Intelligence, Surveillance, and Reconnaissance (ISR) 
  • Develop recommendations on intelligence policy and future direction 
  • Facilitate the integration of existing and future US and Partner intelligence capabilities

Minimum Qualifications Including Certificates: 

  • Must be a U.S. Citizen 
  • Active Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI) 
  • Eligible for Special Access Programs (SAP) 
  • Bachelor's degree from an accredited university
  • Minimum of 10 years of experience in staff office support to perform functional responsibilities 
  • Experience in policy development, strategic planning, and stakeholder coordination 
  • Demonstrated leadership abilities and strong communication skills 
  • Experience with IC operations and procedures 
  • Ability to work effectively with senior-level government officials and international partners

 

Desired Qualifications:

  • 10 years of experience in one of the following regions: 
    • Africa and Near East 
    • Europe, Americas, and Arctic 
    • Indo-Pacific 
  • Experience with DoW and IC organizational structures 
  • Familiarity with international partnership and liaison activities 
  • Knowledge of Combatant Command operations and requirements 
  • Experience with foreign disclosure policies and procedures 
  • Background in defense intelligence enterprise operations 
  • Experience with briefing and presenting to senior leadership 
  • Knowledge of coalition operations and information sharing protocols 
  • Advanced degree in international relations, political science, regional studies, or related field 
  • Experience with specific regional languages or cultural expertise 
  • Previous experience supporting OUSW(I&S) or similar IC organizations 
  • Familiarity with Joint Staff Action Processing (JSAP) and DoW correspondence procedures 
  • Experience with Defense Intelligence and Security Enterprise (DISE) operations 
  • Knowledge of Planning, Programming, Budgeting, and Execution (PPBE) processes
