The primary purpose of this position is to serve as Facility Operations Specialist for the HQ, Department of the AF Continuity of Operations Directorate managing the USAF/USSF COOP facilities at Joint Base Anacostia Bolling responsible for determining operating, maintenance, improvement, and resource requirements, including directing program resources and budget planning.

Major Duties:

  • Oversees the daily operations and management at JBAB and other off-site work locations. Develops objectives, plans, and policies to improve the processes and physical arrangements of work centers and common areas. Serves on working groups and oversee teams composed of various functional disciplines engaged in developing and recommending facility proposals, funding sources, and implementation plans. Plans, directs, coordinates, evaluates, and performs periodic inspections and evaluations to determine agency's compliance with appropriate Security, IT and occupational safety and health regulations.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Facility Operations Services Series, 1640 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the application of civil engineering instructions, work control, customer service, resource management, service contracts and Air Force policies, directives, and procedures; Knowledge of the application of resources and asset management principles and practices; principles of construction, contract acquisition, and program management; Knowledge of IT, safety, security, Sensitive Compartmented Information Facility (SCIF), emergency management and response principles, practices, procedures, requirements, and policy supporting COOP programs; Mastery knowledge of emergency management principles and business continuity operations at Federal, Departmental and Service level of government as related to continuity of operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the application of civil engineering instructions, work control, customer service, resource management, service contracts and Air Force policies, directives, and procedures. Knowledge of the application of resources and asset management principles and practices; principles of construction, contract acquisition, and program management. Knowledge of IT, safety, security, Sensitive Compartmented Information Facility (SCIF), emergency management and response principles, practices, procedures, requirements, and policy supporting COOP programs. Knowledge of the principles of emergency preparedness and COOP program and exercise management. Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities, equipment and IT systems; common facility management terminology and transactions such as right to entry, clearance verifications, physical and personnel security management, IT compliance and resources & services management. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a team member. Skill and ability to plan and organize work in order to gather, negotiate, and present data and supporting analyses. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities to include federal, state, and municipal governments, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
