[What the role is]
This senior leadership role exists to oversee and strengthen Malay/Muslim community engagement within People's Association through strategic leadership of key programmes and initiatives. The position is responsible for driving the comprehensive M³ programme implementation, providing strategic guidance to MESRA Councils, and coordinating MM grassroots leader recruitment efforts across PA's Engagement Group divisions.
The role encompasses building organisational capabilities for MM community outreach, establishing effective feedback mechanisms between the MM community and government, and facilitating strategic partnerships with Malay/Muslim Organisations (MMOs) and Harmony Circles. The position requires coordinating inter-agency collaborations, supporting MM youth development initiatives, and ensuring programmes promote social cohesion, cultural understanding, and community development within PA's strategic framework.
[What you will be working on]
Strategic Leadership for MM Grassroots Leaders Transformation
- Leading the transformation project to introduce new MM volunteers and developing innovative programmes beyond current offerings.
- Supervise and guide officers overseeing various aspects of MM community engagement functions including strategic planning, volunteer management, programme design and evaluation.
MM Grassroots Leaders (GRLs) and MESRA Council Oversight
- Lead the Council-led MM GRL Recruitment Taskforce consisting of leaders from major PA councils.
- Provide strategic and secretariat support to the Taskforce to ensure effectiveness in achieving objectives aligned to PA's directions and C2030 Masterplan.
- Ensure MESRA Councils perform in accordance with objectives specified in MESRA Rules and Regulations and comply with financial procedures.
- Advise MESRA Councils on PA policies and initiatives to promote racial harmony and social cohesion.
- Leverage partners to spearhead Malay-centric platforms in collaboration with MESRA Councils and forge inter-ethnic engagement with other communities.
MM Youth Taskforce Coordination
- Provide strategic secretariat support to the MM Youth Taskforce established to strengthen MM youth development in support of national SG Youth Plan.
- Represent PA in Taskforce meetings and ensure effective coordination and alignment of initiatives across government agencies whilst advocating for MM community interests and priorities in policy development discussions.
Strategic Partnership Development and MMOs Engagement
- Map opportunities for MESRA and M³@Towns to foster meaningful partnerships with key MMOs and strategise collaboration in supporting M³ Focus Areas programmes.
- Leverage strategic partnerships to develop programmes in collaboration with MMOs, to promote cultural understanding, social cohesion and provide platforms to spark and nurture community participation.
Feedback Mechanisms
- Strengthen ground sensing and community feedback mechanisms to better capture MM community needs and enhance People-to-Government communication.
- Organise dialogues with MAECs to strengthen their roles as a bridge between Government and People.
- Redesign existing dialogue sessions to increase outreach through focused sessions addressing specific community concerns, implementing new channels such as digital feedback tools and innovative engagement methodologies.
Organisational Development and Capability Building
- Build capabilities in MAECs to amplify programme impact through mass media, develop media skills and leverage digital platforms for broader community outreach.
- Enhance MAECs to develop a strong MM grassroots movement fostering civic engagement and ensuring community perspectives are heard in decision-making.Build MAECs capabilities to rally MM community in promoting healthy living lifestyles and support the M³ Focus Area 5 health initiatives.
- Build MAECs capabilities to support vulnerable families including low-income families to achieve stability and social mobility.
M³ Oversight and Leadership
- Provide strategic direction and oversight for all matters related to M³ including the formation of the M³@Towns, roll out of M³ initiatives, and the recruitment, development and management of volunteers to support M³ objectives.
- Direct and manage officers overseeing the various aspects of M³ functions such as planning, volunteer management and programme design and evaluation.
- Represent PA at senior-level inter-agency M³ Flagship Projects meetings and oversee PA’s participation in M³- related workgroups such as data workgroup and communications workgroup.
- Review reports and presentation materials to update management and other relevant stakeholders on the progress and achievements of M³.
Harmony Circles (HCs) Partnership with PA GROs
- Oversee the partnership between Harmony Circles (HCs) and the respective Grassroots Organisations (GROs).
- Ensure Harmony Circle Chairmen are onboarded, attend and present HC agendas in Citizens' Consultative Committee (CCC) meetings, collaborate with GROs to organise joint programmes and raise the awareness on racial and religious harmony initiatives.

[What we are looking for]
Minimum 13 years of experience in community development, government relations, or strategic organisational leadership with demonstrated success in managing complex, multi-stakeholder initiatives.
- Proven track record in leading organisational transformation and change management, particularly in community engagement or public sector contexts.
- Deep understanding of Singapore's socio-political landscape and Malay/Muslim community dynamics, including cultural sensitivities and engagement preferences.
- Demonstrated success in senior stakeholder management with government officials, community leaders, and inter-agency coordination.
- Strategic thinking with extensive experience in policy development and implementation within government environments.
- Strong governance, risk management, and financial oversight experience ensuring regulatory compliance.
