Key Responsibilities:
The Policy and Advocacy Specialist will lead World Vision Lanka's strategic policy advocacy initiatives, combining deep legal expertise with evidence-based advocacy to drive systemic change for vulnerable children and communities. This position serves as the primary technical lead for policy development, legal compliance, and strategic advocacy engagement with government stakeholders, ensuring that all advocacy activities are legally sound and aligned with international human rights standards.
Key Responsibility
- Lead Policy Analysis and Development: Conduct comprehensive analysis of existing policy documents, legislative acts, regulatory frameworks, and cabinet papers related to child rights, education, health, nutrition, Food security and relate it to CVA Process.
- Legal Compliance Oversight: Ensure all policy advocacy initiatives align with national legal frameworks, child protection laws, and international agreements including the Convention on the Rights of the Child and SDGs.
- Policy Gap Assessment: Identify systemic gaps, inconsistencies, and reform opportunities in current policy landscape, developing evidence-based recommendations such as policy briefs for improvement.
- Legislative Tracking: Monitor parliamentary proceedings, policy changes, and regulatory developments, assessing their impact on World Vision's advocacy objectives.
- Parliamentary Engagement and Legislative Monitoring
Monitor parliamentary sessions and laws related to children, education, health, and social protection. Prepare briefs and submissions, and work with parliamentary committees and caucuses to promote child-focused legislation and budget priorities. - Multi-Stakeholder Platform Coordination
- Legal Campaign Strategy Development: Design and implement comprehensive advocacy campaigns that integrate legal analysis, evidence generation, and strategic communications.
- Design and deliver training programs on policy advocacy, child rights, and advocacy methodologies for field staff, grants teams, and partners
Required qualifications, experience & competencies
- Master's degree in Law, International Human Rights Law, Public Policy, Political Science, International Relations, or related field
- Professional legal qualification (Attorney-at-Law or equivalent) strongly preferred
- Minimum 5 years of experience in policy advocacy, programme coordination, or development work
- Good understanding of Sri Lankan legal and policy frameworks related to child rights, education, health, and protection
- Familiarity with policy research methodologies, analysis techniques, and documentation
- Knowledge of advocacy strategies, campaign planning, and stakeholder engagement approaches
- Proficiency in English and Proficiency in Sinhala and/or Tamil will be an added advantage.
