Key Responsibilities:
Technical Direction
Access, compile and share relevant technical information. Ensure that this information is available to program staff and partners (community members, government and others).
- Analyze how the sector's technical approach needs to be adapted in the local context and advise program staff on how to effectively include these adaptations.
- Establish and maintain contact with other organizations that carry out similar activities, to identify opportunities for improving project implementation as well as coordination and integration.
- Lead, Coordinate and supervise implementation of WASH activities in Daru Urban, Forecoast, Oriomo Bituri and Morehead LLG’s of South Fly District.
- Capacity build WASH Officers on proper methodology of community engagement and prevention of waterborne and related diseases including disaster risk reduction.
- Assist in facilitation of community accountability and feedback mechanism, and promotion of WASH program.
- Consult with the portfolio manager and steer the implementation in the direction provided for by the national office strategy 2026-2030, The WASH business plan 2026-2030 and national wash policy (2015-2030)
Capacity building
The WASH Coordinator will
- Conduct technical assessment of the capacity of community WASH Officers to determine their strengths and weaknesses.
- Develop a training plan for each staff in order to develop technical knowledge for quality work. This can be done in the form of reading, training, tutoring or other methods.
- Carry out training support activities, such as tutoring community WASH volunteers ensuring that they have the necessary technical skills to carry out WASH activities and ensure sustainability.
- Assess the knowledge and understanding of WASH Officers in relation to technical areas. This needs to be done in comparison with the skills required for each position.
- Develop training plans and carry out training support activities, ensuring that the WASH Officers have sufficient technical knowledge to fulfil their role in the implementation of the sector.
Program implementation and monitoring
- Ensure the task implementation is carried out at output level according to Plan of Action (POA). These include coaching and training for community water committees and local artisans and promoting the participation of vulnerable women; providing training in sanitation and hygiene; coordinate hydrological studies; and coordinate the delivery of boreholes and other water supply systems.
- Prepare appropriate content and to guide proposed trainings to obtain good results. For example, if there is a series of training in WASH, ensure that the training materials are relevant, and are presented in a simple and easy to use and understand manner.
- Provide guidance and direction on the activities to be implemented to ensure that the activities are implemented according to the approved work plans, scope of works and budgets as outlined in the project design document (PDD), Project Agreement (PA), POA
Local representation and advocacy
- Represent the district program in the Water, Sanitation and Hygiene sector coordination meetings and forums.
- Initiate and maintain dialogue with stakeholders where this will benefit the project's progress. This may include other NGOs, government units, or the private sector
- Prepare reports of meetings; ensure that these are available to the program team and store them in easy-to-access location
- Actively influence the implementation of government policies in ways that have a positive impact on the well-being of children, working with other organizations with similar goals.
EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE
- Degree/Diploma in Environmental Health, Clinical or Public Health, Water Engineering or Social Sciences.
- At least two years’ hands on experience in working with rural or peri-urban public health or WASH programs, preferably related to community based rural development work at project coordinator or project Manager role preferably in the WASH sector.
- Registration with national engineering or public health body or related institutions.
- Hands on Experience in Program Management in a rural or peri-urban complex, international organization preferably NGO and humanitarian context
- Experience in capacity building in sanitation, Hygiene and or public health such as training and mentoring
- Hands-on Experience in project management cycle, donor reporting and communication.
- Training or experience in conducting Community Let Total Sanitation (CLTS) or rapid rural appraisals.
- Exemplary people management skills.
- Experience in using Microsoft Office (Word, Access, and Excel.)
- Excellent skills in report writing.
- Knowledge and understanding of World Vision operations would be an added advantage
- Effective in written and verbal communication in English.
- Excellent computer skills in MS application.
