The social worker is directly responsible for developing and managing all administrative and clinical aspects of the major specialty programs within the Inpatient Medicine section of the Social Work Service. This includes all inpatient medicine, surgical, ICU, Rehabilitation, and Palliative Care impatient medical units, the long-term care Community Living Center Unit, the Spinal Cord Injury Program, Neuro Rehabilitation, Family Care Program, Transplant Assessment Program, and the Military to VA (M2VA) team. Incumbent is responsible for direct supervision of all Social Workers in this section which includes GS-9, GS-11, and GS- 12 grade level Social Workers. Major Duties and Responsibilities: Program Administration: Ensures the delivery of Inpatient Medicine Social Work Services in the major specialty programs of Palliative Care, Spinal Cord Injury, Neuro/Rehab, Transplant assessment Program, and the Family Care Program. Develops program policies and procedures related to Inpatient Medicine Social Work programs and informs other disciplines verbally and in writing of changes. Utilizes computer programs in developing, monitoring, and tracking data systems for program census, compliance, and workload. Compiles and utilizes statistical reports in the assignment of workload and staff. Ensures administrative and clinical Inpatient Medicine Social Work functions are provided. These functions include: Pre-admission planning and admission diversion services. Psychosocial screening, assessment, planning, and intervention. Discharge planning and coordination. Coordination and/or professional consultation for VA and community-based institutional and non-institutional care services including information, referral, and discharge planning. Case management as appropriate. Crisis intervention services. Coordination of family conferences and liaison with family members. Patient and family education Policy and procedures: The incumbent is attuned to the delivery of service throughout the Oklahoma City VA Health Care System and: Assesses trends in providing treatment to veterans in community-based outpatient/outreach clinics and hospital-based inpatient and outpatient services. Makes decisions regarding resolution of difficult problems when required, with appropriate input from other key staff members. Drafts inpatient medicine Social Work Service level policies to provide staff accurate, current procedural information, instructions, guidelines, and resources. Provides input and collaboration on Medical Center policies as requested, and institutes necessary revisions Staff selection, education, and career development: Recommends the appropriate number of staff. Participates in recruiting qualified social workers. Participates in interviewing, selection, orientation of social workers. Oversees orientation for Inpatient Medicine Social Work. Tracks required licensure and/or certification for all inpatient medical social workers, including continuing education requirements, license renewal, and other requirements that social workers must meet to deliver appropriate care, in collaboration with Human Resources. Qualifications: BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development.
