Job Purpose:
The WASH Engineer position will implement the civil engineering works in assigned working area according to the plan of “ WASH in Fragile Context” project DIP. This position will be responsible to manage, quality assurance & quality control, support to design all WASH related construction work according to environmental suitability in both Bandarban and Rowangchhari upazilla. The person will guide to the partners to plan and prepare budget for WASH infrastructure construction, monitor the works, support to conduct feasibility assessment, finalizing design and BOQ and lead for taking approval process from WVB national office. Also support the partners to finalize part bill or final bill processing, forming project implementation committee, necessary documentation and overall professionalism in networking and social mobilization as applicable. Also support and assist to the partners to ensure different survey, reports and documents properly in time.
The key purpose of this position is to provide overall technical leadership in achieving the outcomes of the “WASH in Fragile Context” Place-Based Initiative, ensuring quality implementation in line with the approved plan. The role focuses on the effectiveness of WASH infrastructure, efficient use of resources, and transforming the lives of children, families, and communities in Bandarban and Rowangchhari Upazilla.
Key responsibilities include providing operational technical support to the partner staff, resource mobilization, joint planning, coordination, and capacity building. The position requires maintaining close liaison with Gov agencies, community stakeholders, and other counterparts, as well as ensuring effective coordination with ACO, Cluster Management, the Technical Team, and with the WVB National Office.
Key Responsibilities:
Efficient operations and high-quality implementation strengthened climate resilient, inclusive WASH infrastructure by the partners:
Support to partners capacity building for conducting hydrological surveys and assessments to map project areas, analyse aquifer level and suitability checking for water technology selection.
Facilitate to partners capacity building for capturing all necessary output data through mWater regularly.
Feasibility study for requirement of WASH infrastructures at selected locations.
Support to prepare inclusive design of WASH infrastructures as required and as per the Project Plan.
Support and follow up with the partners for doing estimating & preparation of specification and BOQs following the Government standards and guidance’s.
Ensure to prepare Work Program Schedules
Close monitoring of ongoing WASH infrastructure activities and reporting.
Plan and prepare budget and monitor construction works as per design
Processing construction bill payment and documentation as applicable.
Establish a community led monitoring mechanism and site measurement book for appropriate documentation of actual work done in field.
Support the team as well as community for rainwater harvesting practices and to enhance water retention in recharge zones and protect water sources.
Strong networking and liaison activities led to the establishment of valuable partnerships and effective collaborations, enhancing resource mobilization, coordination, and innovation for watershed restoration and community resilience:
Establish a mechanism to ensure collaboration, networking among government sectors, INGOs, UN agencies, private sector entities at district and sub-district levels to leverage resources, ensure effective coordination, and promote innovation aimed for resource leveraging.
Ensure cross-sectoral integration and effective communication with related sectors such as Health & Nutrition, Livelihoods, and Child Protection.
Support stakeholders, partners, and communities by explaining the technical aspects of various WASH infrastructures and initiatives for getting their feedback.
Strengthen and sustain positive working relationships with relevant government offices and external partners.
Ensure meaningful community engagement with a focus on equitable access, prioritizing the most vulnerable and indigenous groups.
Facilitate need-based meetings with partners to improve coordination, build common understanding, and develop SOPs for effective and accountable project implementation.
Compliance adherence ensured full alignment with organizational policies and governing standards, resulting in transparent operations, minimized risks, and strengthened accountability:
Ensure 100% compliance with procurement guidelines, financial policies, and local laws.

Identify potential risks related to project implementation and develop appropriate mitigation strategies.
Ensure staff safety and resource security by implementing appropriate measures in line with the World Vision Bangladesh (WVB) Security Plan.

Quality assurance upheld high standards and accountability across the project area, resulting in consistent implementation, improved service delivery, and strengthened community trust:
Lead to conduct pre-work surveys/assessments for all WASH infrastructures, ensuring eco-friendly designs, proper documentation, and alignment with standards.
Facilitate capacity building of partners and ensure quality monitoring, reporting, and effective project implementation.
Take a lead role in closely monitoring activity quality and providing guidance to local partners to achieve project goals and ensure timely, accurate reporting.
Develop and maintain a comprehensive Quality Control and Quality Assurance (QC/QA) plan covering material quality, workmanship, and effective intervention implementation.
Establish and ensure use of operational checklists and quality control//quality assurance (QC/QA) tools, and ensure consistent field-level practice through partners.
Ensure real-time monitoring of activities to strengthen accountability and efficiency.
Promote and apply data-driven decision-making throughout project implementation.
Allocate at least 50% of time for field visits to monitor progress, support partners, and validate results.
Conduct periodic reviews of processes and outputs to ensure adherence to standards and effective implementation.
Effective reporting promoted transparency and supported informed decision-making, resulting in improved accountability, stronger donor confidence, and enhanced project performance:
Ensure all reports meet donor, stakeholder, and organizational standards and expectations.
Support the preparation of high-quality reports for line management and other stakeholders.
Respond promptly to queries from Supervisors, SO, and Donors.
Ensure timely submission of all reporting requirements, including Monthly, Semi-Annual, Annual, and Government reports.
Promote and ensure accountability practices at all levels of project implementation.
Maintain proper records of measurement books, approved designs, BOQs, POs, and work orders in a professional and organized manner.
Maintain and update professional trackers for effective project management and control.

Required Education, training, license, registration, and/or Certification:
Minimum B.Sc. in Civil Engineering from a reputed university (Essential) with having minimum three years working experience. Or Diploma in Civil Engineering with having minimum seven years working experience.
Required Professional Experience
Proven leadership and experience in managing WASH programming related through partnership.
Required Language(s):
Excellent written and verbal communication skills in both English and Bengali.
Proficiency in additional local languages relevant to the operational regions will be considered an asset.
Required travel and/or work environment accommodations:
The position is based at the Field Office in Bandarban, with frequent visits required to project offices like Bandarban and Rowangchhari working upazilla.
Flexibility to work in diverse environments, including hard-to-reach geographical locations.
Preferred Experience, Knowledge, Skills and/or other Qualifications:
Expertise in designing eco-friendly WASH infrastructure, including Gravity Fed Water Supply Systems in hilly areas, spring protection, water retention structures, and assessing water volume in springs, rivers, or canals.
Proficiency in Computer-Aided Design (CAD) software, including AutoCAD 2D & 3D.
Ability to perform GIS mapping for project locations is preferrable.
Strong networking and liaison skills with government bodies and NGOs.
Ability to operate a motorbike with a valid driving license.
Experience working with diverse target groups and under challenging field conditions.
Ability to work under pressure and take on additional responsibilities.
Proficient in MS Office applications: Word, Excel, and PowerPoint.
