Responsible for creating and driving the strategic direction and operations of the enterprise-wide payroll function for the organization. Acts as a key partner and strategic advisor in delivery of our total rewards vision. Leads functional areas including payroll operations, payroll /time and attendance systems, payroll tax, payroll project management, mergers & acquisitions, reporting & analytics, communications and compliance, audit & controls.
Major Responsibilities:
- Provides strategic direction and oversees the payroll, time and attendance, and payroll compliance operating models within the context of a rapidly growing healthcare organization, including the development of system-wide policies, processes and internal controls. Builds partnerships and solicits feedback from internal and external business partners to define and develop successful, scalable processes and practices. Partners with executive leadership to ensure all programs support the organization’s strategic objectives.
- Partners with senior leadership in human resources, operations, finance, legal and IT in developing, updating and implementation of system-wide policies and procedures to improve the efficiency and effectiveness of the payroll process as well as in implementing strategic objectives.
- Leads the development and oversight of key project plans to increase automation, consistency, accuracy and integrity of payroll systems and operations. Maximizes the effectiveness of key technologies and supports processes to drive continuous improvement and change initiatives. Leads the process to evaluate and select new technologies to meet business needs.
- Oversees the audit of the payroll team's activities and processes to ensure compliance with all system-wide policies, state-specific employment laws and requirements and applicable federal, state and local regulations. Drives operational excellence including, but not limited to, development of the appropriate internal controls and compliance programs.
- Coach, mentor and provide leadership development to team members in order to optimize operational excellence and create a deeper bench of experienced talent.
- Establish vendor partnerships and manage the payroll, payroll tax and time and attendance vendor relationships, including selection, negotiation, consolidation, and management.
- Collaborate with HR, Finance and Marketing on quarterly/year-end planning and communications related to payroll or payroll tax reporting functions.
- Performs human resources responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee morale.
- Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
- Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the organization's business.
Licensure, Registration, and/or Certification Required:
Education Required:
- Bachelor's Degree in Business, or
- Bachelor's Degree in Accounting or related field.
Experience Required:
- Typically requires 15 years of experience in Payroll leadership experience at large, complex organizations (employee population 75,000+). Typically requires 5 years of management experience in building, leading and growing high performance payroll teams
Knowledge, Skills & Abilities Required:
- Advanced knowledge of payroll operations, payroll tax processing procedures and reporting, and payroll accounting.
- Exceptional leadership and people management skills, with demonstrated ability to lead large multi-functional teams.
- Strong relationship building skills required.
- Demonstrated experience with large scale, transformational change initiatives, including working across and with various operating areas and groups that are part of a large enterprise.
- Extensive packaged application knowledge (Workday, Kronos).
- Must perform well in high-energy, dynamic and team-oriented environments.
- Effective organization and time management skills with the ability to work under pressure, adhere to project deadlines.
- Experience in managing through mergers and acquisitions.
- Experience managing payroll / payroll tax vendors and contracts. ADP is preferred.
- Experience managing large & geographically dispersed teams.
- Exceptional written, verbal and presentation skills and ability to influence.
- Knowledge of Workday strongly preferred.
- Knowledge of employment laws and regulations.
- Strong excel skills required.
Remote based role, needs to live in an approved state.

- Must be able to operate all equipment essentials in performing the job.
- Will generally be exposed to a normal office environment.
- This position requires travel so there is exposure to weather and road conditions.
