Job Description:

Parsons is looking for a talented Utility Relocation and Interface Manager to join our growing team. In this role, you will play a critical part in supporting a major program and construction management team dedicated to delivering a significant infrastructure project central to the United States’ border security programs.

As part of Parsons’ anticipated role, we will provide Owner Agent Construction Management Services, including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.

Note: US Citizenship is required for this position.

What You'll Be Doing:

  • Coordinate utility relocations to ensure seamless integration into project timelines

  • Develop alternative utility alignments to identify cost-saving opportunities for the project

  • Lead technical meetings with stakeholders, including designers, contractors, and utility owners, to resolve design and construction issues

  • Prepare RFP procurement documents and reference materials for utility-related work

  • Manage utility cost estimates and budgets, ensuring alignment with project goals

  • Oversee subconsultants and ensure their deliverables meet project requirements

  • Prepare utility agreements and ensure compliance with applicable regulations

  • Assist in obtaining required encroachment permits and other necessary approvals

  • Coordinate Exceptions to Encroachment Policy (EEP) requests and supporting documentation

  • Monitor and manage schedules for 3rd-party utility owners to ensure timely delivery

  • Review invoices from 3rd-party utility owners to verify compliance with utility agreements

  • Collaborate with the client to validate utility designs and ensure alignment with project objectives

  • Coordinate with all disciplines to ensure successful utility relocations and integration

  • Prepare required documentation and participate in the Right-of-Way Certification process

  • Work with the Right-of-Way team to acquire necessary rights for 3rd-party utilities

  • Review contractor RFIs related to utilities and provide timely responses

  • Maintain comprehensive records for a Utility Diary to document all utility-related activities

What Required Skills You'll Bring:

  • US Citizenship is required

  • Bachelor's degree in Business Administration, Engineering, or a related field (or equivalent experience)

  • Minimum of 10 years of experience in utility relocation, project management, or a related field

  • Strong understanding of utility design, construction processes, and regulatory requirements

  • Proven ability to manage budgets, schedules, and subconsultants effectively

  • Excellent communication and leadership skills to coordinate with multidisciplinary teams and stakeholders

  • Proficiency in preparing utility agreements, RFP documents, and technical reports

  • Experience in obtaining permits and managing compliance with encroachment policies

  • Strong organizational skills and attention to detail for maintaining accurate records

What Desired Skills You'll Bring:

  • Experience working on large-scale infrastructure or transportation projects

  • Familiarity with Right-of-Way Certification processes and utility-related permitting

  • Knowledge of cost-saving strategies and alternative utility alignment development

  • Ability to resolve complex technical issues in design and construction

  • Experience managing 3rd-party utility owner schedules and validating invoices

  • Proficiency in project management tools and software

  • Strong problem-solving skills and ability to work under pressure
