The Utilities Coordinator supports the planning, coordination, and execution of utility relocation, protection, and installation activities associated with major rail transit infrastructure works delivered by Trillium Rail Partners (TRP).
This role assists with coordinating both wet utilities (water, sewer, stormwater systems) and dry utilities (electrical distribution, telecommunications, fiber optics, traffic signals, and street lighting) that interface with construction activities across the project corridor.
Working within a complex design-build / P3 project environment, the Junior Utilities Construction Coordinator works closely with senior utilities coordinators, construction teams, designers, and utility owners to help ensure utility works are executed safely, efficiently, and in alignment with project schedules.
Key Responsibilities:
Utility Coordination Support
Assist with coordination of wet and dry utility relocation, protection, and installation works impacted by rail transit construction.
Support planning and tracking of utility works across stations, guideways, tunnels, shafts, and corridor construction areas.
Assist with coordination between utility designs and construction activities.
Lead the preparation, review, and distribution of comprehensive meeting minutes for utility stakeholder coordination meetings, ensuring accuracy and alignment with project objectives.
Oversee tracking, communication, and close-out of action items, driving accountability and ensuring timely resolution across all stakeholders.
Maintain tracking logs, matrices, and status reports to monitor compliance with contractual utility requirements and support stakeholder reporting.
Field & Construction Support
Participate in site walks, inspections, and coordination meetings related to utility works.
Support field teams in identifying utility conflicts or constraints affecting construction.
Assist with monitoring contractor activities related to utilities to ensure work aligns with approved plans.
Ascertain appropriate permits, agreements, work plans and valid locates are in place prior to and during construction activities.
Documentation & Tracking
Maintain logs and records of utility-related construction activities, approvals, and issues.
Assist with tracking progress of utility relocations and identifying potential schedule impacts.
Support preparation of reports, coordination notes, and project documentation.
Support utility quantity takeoffs, bill of quantities and scope development.
Safety & Compliance
Support compliance with TRP safety policies and applicable utility owner standards.
Promote safe working practices around existing and relocated utilities.
Assist with documenting safety observations and utility-related field issues.
Required Skills and Competencies
Diploma or degree in Civil Engineering, Construction Management, Utility Engineering, or a related discipline.
Internship, co-op, or early career experience supporting utility coordination or infrastructure construction is an asset.
Familiarity with municipal infrastructure or underground utilities is beneficial.
Experience working on transit, infrastructure, or corridor-based construction projects is considered an asset.
Strong organizational and coordination skills.
Ability to learn and work in a complex construction environment.
Good communication and interpersonal skills.
Basic understanding of construction drawings and plans.
Proficiency with Microsoft Office; exposure to Bluebeam, CAD, or project management tools is an asset.
Proactive attitude with strong attention to detail.
