The primary purpose of the Unit Program Coordinator (UPC) for the 1st Space Operations Squadron (1 SOPS) serves as the primary point of contact to the Squadron Commander for all support programs including manpower, military personnel, and administrative functions.

Major Duties:

  • Directly assists the commander/director in the management of all administrative support program functions. Administers programs and serves as the primary source of information. The incumbent is responsible for the preparation, maintenance, and deposition of required administrative reports and other correspondence. Assists commander/director in accomplishing all necessary internal operations to include administrative training, security, development of organizational operating instructions and regulations, and personnel assistance. Acts as the point of contact for all newly assigned personnel; orients them regarding the basic functions of the organization, introduces them to key personnel and schedules their initial training/orientation requirements. Serves as the resident subject matter expert for all mandated administrative support programs. Ensures unit program compliance with regulations, laws, policies, and squadron commander directives. Responsible for programs to include but not limited to task management, information assurance, the Government Travel Charge Card (GTCC) program, Defense Travel System (DTS) administrator, drug demand reduction program, health care program, fitness program, Government Purchase Card (GPC) program, safety program, Automated Data Processing Equipment (ADPE) accounts, security program, supply program, civilian timecard program and unit recognition program. Develops and implements procedures to track program status and maintain program health. Identifies and responds to trends of programs and keeps them operating at or above satisfactory levels. Communicates requirements and provides guidance to squadron members. Serves as the organizational point of contact and liaison with the personnel flight on military personnel issues. Stays abreast of current personnel issues and provides explanations of personnel-related requirements, regulations, and procedures to supervisors and managers. Determines the necessary steps to perform the full range of administrative functions associated with personnel assignments, promotions, and performance evaluations. Generates and processes required military and civilian personnel transactions. Monitors military personnel action requests, tracks personnel, manpower, and training transactions as documentation flows through the office and provides status reports to management. Monitors preparation of performance reports, reviews for accuracy and consistency with available guidelines, and ensures timely submission. Coordinates work efforts affecting organizational personnel with appropriate offices and resolves conflicts. Assists in planning, administering, and monitoring manpower resource requirements. Performs other clerical and administrative work in support of the office/organization. Develops, establishes, updates, and maintains office procedures and records/files of various types to ensure effective and efficient operation of the office. Provides advice and guidance to staff in the organization on administrative, clerical, and procedural requirements. Assists other clerical staff in locating and selecting the appropriate guidelines, references, and procedures for application to specific cases. Updates tracker or suspense files for unclassified documents as required. In accordance with established procedures prepares, consolidates, submits, and maintains time and attendance.

Qualifications: In order to qualify, you must meet the experience or educational substitution requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS 04 or equivalent in the Federal Service. Specialized experience must include planning and organizing management programs and functions of an organization such as cybersecurity liaison (CL), personnel assignments, decorations, awards, promotions, special programs, security, unit recognition programs; assisting/supporting military and civilian personnel issues and manpower resource requirements; knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents; problem analysis, problem resolutions, and development of concrete action plans to solve problems; plan, organize work, and meet deadlines. OR EDUCATION: Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your official transcripts with your application package OR COMBINATION OF EXPERIENCE AND EDUCATION: Successfully completed 60+ semester hours of education above high-school level and therefore meet the basic requirements as described in the vacancy announcement with a combination of my education and experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the organizational and functional responsibilities and operations of an organization. 2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 3. Knowledge of structure, programs and work methods of organization for personnel/manning issues. 4. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems. 5. Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and posses the ability to plan, organize work, and meet deadlines. 6. Ability to plan and organize management programs and functions of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
