UKSAR Ground Operations Manager

Job Description:

We currently have an exciting opportunity for a full time, permanent Aviation Security & Ground Operations Manager to join our UKSAR Management team, based in Aberdeen.

Purpose of role:

Holds direct responsibility to Director UKSAR for maintaining the organisations approvals and exemptions and ensuring compliance with regulatory guidelines such as Dangerous Goods, Security and Ground Operations. Responsible for compliance with the US State Department ITAR process and regulatory requirement. 

Key responsibilities:

  • Establish and maintain effective Ground Operations Management system in accordance with regulatory requirements to maintain the organisations approvals and exemptions
  • Ensure all UKSAR Operational bases are aware of, and fully comply with regulatory guidelines for Ground Operations. 
  • Ensure timely provision of all required Operational documents in support of UKSAR aircraft and bases (including maintenance of subscriptions where appropriate). 
  • Ensure timely provision of all electronic mapping and document data in support of UKSAR operations. 
  • Liaise with O&G Flight Operations to ensure UKSAR FMS Company Database maintained in line with AIRAC Cycle and subscriptions. 
  • Ensure timely updates of UKSAR Aircraft Mission System databases and subscriptions. 
  • Maintain oversight of Ground Operations training requirements at UKSAR Bases through the Engineering Manager (SAR). 
  • Maintain oversight of UK CAA Security requirements and associated training at UKSAR bases. 
  • Ensure carriage of Dangerous Goods by Air (IATA / ICAO) compliance, with due respect to any Exemptions and Exceptions, and ensure all alleviations are reflected in the appropriate Company Documents. 
  • Ensure compliance with the UKSAR Dangerous Goods training requirements as outlined by the Company and the CAA. 
  • Monitor corrective actions outstanding following internal and external Audits. 
  • Responsible to the Flight Operations Manager for the HHLS requirements of CAP 999. 
  • Management and implementation of the UKSAR Business Continuity and Emergency Response Plans ensuring contractual requirements are meet in relation to execution of a training plan and exercises.  
  • Maintaining appropriate experience, qualification and training records associated with Form 4. 
  • Participate in investigations as requested by the UKSAR Safety & Compliance Manager. 

ITAR:

  • Assist the Director of Compliance in the US ITAR license application process
  • Provide ITAR training to employees and maintain records of same as required during the induction programme and the planned annual training programme
  • Implement appropriate record keeping requirements at each base
  • Ensure ITAR audit requirements are understood, and all recommendations implemented
  • Ensure all ITAR Controlled Equipment SAR Operational bases are marked, secured and handled appropriately

Qualifications

  • Dangerous Goods by Air Cert is required
  • Advanced Aviation Security Manager is mandatory
  • Firearm recognition training
  • Assessor Training Certificate would be advantageous
  • Have a good working Knowledge of ITAR regulations as they apply to Bristow
  • Have a good working knowledge of Dual Use export restrictions as they apply to Bristow operations

Experience

  • Minimum of two years’ experience within aviation operations.
  • Strong knowledge of aviation regulations and flight operations procedures
  • Understanding of Ground Operations or background in regulations such as auditing.
  • Experience of Managing an SMS
  • Experience in Investigations

Skills

  • Must have proven man management skills
  • Strong communication skills at all levels including Stakeholders
  • Proven planning skills
  • Strong Leadership skills
  • Auditing, investigating and root cause analysis
  • Must be suitable to the authority for Form 4
  • Suitable to hold a firearms licence on behalf of UKSAR
