Details of the Division and Team:    

The Head of TSCO Hong Kong will lead the local TSCO operations, driving business growth and operational excellence in a rapidly expanding market. This VP-level role is responsible for managing a small, agile team, engaging directly with clients, industry partners, and internal stakeholders to deliver best-in-class trade settlement and confirmation operations, while overseeing liquidity management and regulatory compliance for payments.

Your key responsibilities:

Leadership & Team Management

  • Lead, mentor, and develop a team of 3, fostering a high-performance culture.

  • Set clear objectives, monitor performance, and ensure continuous professional development.

  • Promote collaboration and knowledge sharing within the team and across APAC branches.

Client & Industry Engagement

  • Serve as the primary point of contact for key institutional clients, ensuring strong relationships and high service standards.

  • Represent TSCO Hong Kong in industry forums, regulatory discussions, and client meetings.

  • Identify and pursue new business opportunities, supporting market expansion.

Business Operations

  • Oversee daily trade settlement and confirmation activities, ensuring accuracy, timeliness, and compliance with global and local regulations.

  • Implement and refine operational processes to support business growth and efficiency.

  • Collaborate with cross-functional teams (Sales, Treasury, Risk, IT) to deliver seamless client solutions.

Liquidity Management & Regulatory Compliance

  • Manage all operational activities related to liquidity, ensuring optimal cash flow and settlement efficiency.

  • Maintain and monitor regulatory commitments to the Hong Kong Monetary Authority (HKMA) for payments, ensuring full compliance with local payment regulations and standards.

  • Liaise with HKMA and other regulatory bodies as required, preparing reports and responding to inquiries on payment operations and liquidity.

  • Ensure adherence to HKMA throughput ratio requirements (e.g., 30% payment release by 1:30pm, 60% by 5:30pm), and manage manual/automated payment releases to meet regulatory deadlines.

  • Oversee compliance with HKMA’s Banking (Liquidity) Rules (BLR), including Liquidity Coverage Ratio (LCR), Net Stable Funding Ratio (NSFR), and Liquidity Maintenance Ratio (LMR) as applicable.

  • Prepare and submit required HKMA returns and reports, such as:

  • MA(BS)1E: Liquidity Position of an Authorized Institution

  • MA(BS)18: Return on Selected Data for Liquidity Stress-testing

  • MA(BS)22: Return on Intraday Liquidity Position

  • MA(BS)23: Return on Liquidity Monitoring Tools

  • MA(BS)26: Return of Stable Funding Position

  • Ensure compliance with HKMA Supervisory Policy Manual (SPM) modules LM-1 (Regulatory Framework for Supervision of Liquidity Risk) and LM-2 (Sound Systems and Controls for Liquidity Risk Management).

  • Coordinate internal self-assessments, audits, and control reviews to meet HKMA’s operational resilience and liquidity risk management standards.

Strategic Initiatives

  • Support the development and execution of strategies to grow TSCO’s footprint in Hong Kong.

  • Drive innovation in operational practices, leveraging technology and best practices.

  • Monitor market trends and regulatory changes, adapting business processes as needed.

Risk & Controls

  • Maintain a robust risk and controls environment, ensuring adherence to internal policies and regulatory requirements.

  • Lead audits, reviews, and remediation activities as required.

Your skills and experience:

  • Bachelor’s degree or higher in Finance, Business, or related field; professional certifications (CPA, CFA) are advantageous.

  • Minimum 8-10 years’ experience in financial operations, with at least 5 years in a leadership role within trade settlement, treasury, or securities operations.

  • Proven ability to manage teams and drive business growth in a dynamic environment.

  • Strong client relationship management and stakeholder engagement skills.

  • Deep understanding of Hong Kong’s financial market, regulatory landscape, and industry practices, especially HKMA requirements for payments and liquidity.

  • Excellent communication, analytical, and problem-solving abilities.

  • Proficiency in English and Chinese (Mandarin/Cantonese) preferred.
