Temporary Resident Technical Officer [LKCMedicine]

The Lee Kong Chian School of Medicine (LKCMedicine) trains doctors who put patients at the centre of their exemplary care. The School, which offers both undergraduate and graduate programmes, is named after local philanthropist Tan Sri Dato Lee Kong Chian. Established in 2010 by Nanyang Technological University, Singapore, in partnership with Imperial College London, LKCMedicine aims to be a model for innovative medical education and a centre for transformative research. The School’s primary clinical partner is the National Healthcare Group, a leader in public healthcare recognised for the quality of its medical expertise, facilities and teaching. The School is transitioning to an NTU medical school ahead of the 2028 successful conclusion of the NTU-Imperial partnership to set up a Joint Medical School. In August 2024, we welcomed our first intake of the NTU MBBS programme, that has been recently enhanced to include themes like precision medicine and Artificial Intelligence (AI) in healthcare, with an expanded scope in the medical humanities. Graduates from the five-year undergraduate medical degree programme will have a strong understanding of the scientific basis of medicine, with an emphasis on technology, data science and the humanities.

This role is responsible for the supervision of M&E installation by contractor and ensure that all systems are installed in accordance to specifications by Consultants and Authority’s requirement with respect to design, quality and performance for the Proposed A&A works to Annex Block (10 & 12 Jalan Tan Tock Seng) and Education Facilities at Clinical Sciences Building (CSB) Level 5 to Level 8.

Responsibilities

  • Assist the Project Manager to act as the site representative in supervising M&E works completion for the assigned A&A works to the Annex Block and CSB Education Facilities.

  • Ensure works comply with approved drawings, specifications, codes of practice, statutory requirements, and contract documents.

  • Verify installation methods, system performance and workmanship, monitor testing & commissioning (T&C), balancing, pressure tests, functional testing, as well as witness inspections required by Consultants/ Authorities.

  • Check materials delivered to site for compliance with approved submittals and ensure correct usage of approved shop drawings and coordinated drawings.

  • Monitor site progress and report deviations, defects, safety issues, risk and non-compliances.

  • Maintain detailed site records including inspection records, T&C records, photographic evidence.

  • Identify and record defects; ensure rectification is done correctly.

  • Monitor compliance with safety procedures related to M&E works and report unsafe practices immediately to the Project Manager and Consultants.

  • Attend site, technical, coordination, and safety meetings.

  • Check completeness of O&M manuals, as-built drawings, warranties, training, and spare parts submission.

Requirements

  • Diploma or Degree in Mechanical Engineering or Building Services from a recognised tertiary institution, with minimum 5 years’ work experience as M&E Resident Technical Officer (RTO) in the construction industry.

  • Experience in Institutional and healthcare project would be an added advantage. Registered RTO with IES would be preferred.

  • Good knowledge of ACMV/Electrical/ Fire Protection/ Plumbing & Sanitary/ BMS design, installation and maintenance; Knowledge in supervision of Architectural and M&E works will be advantageous

  • Familiar with Autocad for all relevant drawings, Local Code of Practice and Tender Processes

  • Organise and able to lead contractor to resolve site issue(s)

  • Possess good communication and interpersonal skills
