Salary Range: $142488 - $185234 Per Year

Job Summary: This position is located in the Learning and Development and Workforce Planning Branch, Human Resources Division, Office of the Executive Director, Bureau of Consular Affairs. The position serves as a Supervisory Human Resources Specialist.

Major Duties:

  • Plans, organizes, and manages a broad range of activities in the learning and development and workforce planning subject matter areas that directly support the CA mission.
  • Oversees the design, delivery, and approval of Bureau-wide training programs for managers and employees, ensuring all CA training requests are processed in accordance with requirements.
  • Serves on the HRD management team, contributing to Division-wide goals, policies, and budgets while ensuring the Branch’s needs are represented.
  • Plans and prioritizes subordinate work, manages schedules, and provides technical and administrative direction to Branch staff.
  • Assigns work to subordinates based on priorities , selective consideration of the difficulty and requirements of assignments , and the capabilities of employees.

Qualifications: Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning, designing, and managing bureau-wide learning and development programs and directing major initiatives such as leadership workshops. Experience in utilizing adult learning principles, instructional design and development, and best practices in leadership development in the design and development of learning events. Experience leading comprehensive workforce planning activities, including organizational review, position management, and resource forecasting. Experience in analyzing employment trends and providing analytical and advisory services that support operational needs. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
