As a Supervisory Program Manager, AD-0340-00, you will be responsible for: • Leading professional staff in administrative support of the department's operations, including direct responsibility for information systems support, public affairs, budgeting, logistics, personnel, and manpower efforts. • Providing overall direction and guidance for the development of the program acquisition strategies, plans, procedures, Federal Acquisition Regulation documentation for product acquisition, product development, testing, fielding, and sustainment of FSA systems. • Overseeing all contracting activities and coordinates with the Contracting Officer to continuously evaluate the effectiveness of utilization and performance of contractor resources in supporting FSA's mission. • Managing the development and oversight of data structures, data input and collection policies developing reliable data sources to document current and future workforce requirements and authorizations.

Qualifications: Minimum Qualification Requirements: You may meet the minimum qualifications for the AD-00, if you possess the specialize experience. Specialized Experience for the AD-00: One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience leading enterprise digital service initiatives and agile delivery efforts, including providing executive direction to cross-functional teams of product managers, designers, engineers, and technical professionals to plan, develop, test, deploy, and sustain mission-critical information systems. 2. Experience developing and executing acquisition strategies for complex IT and digital programs, including establishing program baselines; preparing acquisition plans and Acquisition Regulation documentation; and overseeing contractor performance through coordination with Contracting Officers. 3. Experience supervising multidisciplinary teams operating in a matrixed environment, including direct oversight of senior-level staff responsible for product management, design, engineering, and technical delivery. Knowledge, Skills, and Abilities (KSAs): The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of administrative operations, including information systems support, public affairs, budgeting, logistics, personnel, and manpower planning, to lead and oversee departmental functions efficiently. Skill in acquisition strategies, Acquisition Regulations, and procurement processes to develop, execute, and manage contracts, product development, testing, and sustainment activities in compliance with policy. Knowledge of contracting principles, performance evaluation methods, and resource utilization strategies to oversee all contracting activities, coordinate with Contracting Officers, and ensure contractor performance effectively supports organizational mission objectives. Ability to manage and analyze data using advanced techniques to develop reliable data sources, conduct comprehensive program evaluations, and deliver balanced, evidence-based assessments of strategic alternatives to support leadership decision-making.
