Job Summary: The Facility Planner reports to the Chief, Facility Management Service (FMS), located at the West Palm Beach VA Medical Center. You will serve as a key member of the healthcare system's management team responsible for analysis, recommending, planning and coordinating facility management activities, ensuring alignment with Veterans Health Administration (VHA) goals and priorities.

Major Duties:

  • The duties of this position include but not limited to: Co-chair and coordinates all space management moves and space policies in coordination with senior management for the Medical Center Director Manages the Moves Workgroup and oversee the LEAF process for all space requests to include all new and existing facility space Coordinates the development of an overall Strategic Space Master Plan for the healthcare system detailing the current and future facility needs of the system and proposing the means for their resolution (major, minor, NRM, CSI, Lease, etc.) Conduct periodic building audits to ensure that layouts, employee workspaces, and furniture locations are correct, updating documents/databases accordingly Coordinates, manages and conducts capital planning with Chief of FMS, Strategic Planner, and Capital Projects Supervisor, developing action plans and business cases for new Capital Projects and Leases Manage assigned suspense items and requests from initial receipt to completion and closeout Manage assigned Planning section staff to include establishing performance standards and evaluating the performance of subordinate staff, makes determinations on grievances, recommends training, and approves leave of subordinate staff Manage grievances, reviews recommendations for hiring, promotion, and adverse actions made by subordinates, and supports and implements established Equal Employment Opportunity policies and programs Inspect and assure acceptable quality and quantity of work is performed; plans work to be accomplished by subordinates; sets immediate priorities and prepares schedules for completion of work; assigns work to subordinates based on priorities; evaluates work performance of subordinates; gives advice, counsel, and/or instruction to employees on both work and administrative matters Interviews candidates for positions in the department; makes recommendations for appointment, promotion, or reassignment of such positions; hears and resolves complaints from employees; effects minor disciplinary measures, such as warnings and reprimands; recommends other action in more serious cases Identifies developmental and training needs of employees and provides or arranges for needed development and training; finds and implements ways to eliminate or reduce significant bottlenecks and barriers to an optimal patient care experience; promotes team building and/or improved service delivery; demonstrates consistent emphasis on Equal Employment Opportunity (EEO) Perform duties of a Contacting Officer Representative (COR) for assigned Planning section contracting needs Supervisory Statement: A one year supervisory probation period may be required for this position. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating space management programs and policies for a healthcare system or large organization Leading or co-chairing committees or workgroups related to space planning, facilities or organizational operations Managing or overseeing facility space requests, moves, or lease processes Developing or contributing to strategic space or facilities master plans that address current and future organizational needs Advising senior leadership on space utilization, planning decisions, and policy implementation Interviews candidates for positions in the department Makes recommendations for appointment, promotion, or reassignment of such position You will be rated on the following Competencies for this position: Preferred Experience: Experience working in a healthcare facility. Experience working in planning, space/project management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary or walking, although some moderate physical effort may be required for project site assessments, contracted project activations and deactivation planning. The work environment involves everyday risks or discomforts requiring normal safety precautions typical of office settings or commercial vehicles such as planes or automobiles. The work area is adequately lit, heated, and ventilated. The primary work environment is an administrative office with occasional exposure to outside environmental conditions.
