Job Summary: You will serve as the Deputy Technical Director in the Research and Development Support Activity (RDSA) of NAVAL INTELLIGENCE ACTIVITY. You will be responsible for setting and adjusting strategic goals and managing overall strategies.

Major Duties:

  • You will lead and direct a Science and Technology Portfolio through the implementation of sub-teams comprised of Technology Directorate (TD} personnel and subject matter experts.
  • You will participate in the discovery of technologies and assess viability; collaborate with transition partners, developers, key stakeholders; and preparation, review, and delivery of briefings intended for both internal/external stakeholders.
  • You will be responsible for technical/programmatic oversight and will provide guidance across the organization leveraging engineering knowledge in these domains: unmanned/uncrewed vehicles, robotics/autonomy, sensing, data science, undersea systems.
  • You will make decisions based on interpretation of analysis and provide contributions to existing U.S. Government and Naval Intelligence policies, regulations, and standards regarding program areas.
  • You will analyze, interpret, and implement guidance based on policies from the Navy, DoD, ODNI/USDI, IC, and other government organizations. You will apply many policies coming from across the govt (example: software accreditation policies from NIST.
  • You will maintain personal relationships built within the senior levels of the Intelligence Community (IC) and use expert knowledge of processes to gain support for TD initiatives/goals at both the agency and national levels.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Being directly responsible for the development, oversight, and execution of multi-year budget to ensure fiscal responsibility and prioritization of projects. Supervising a staff of a diverse, highly technical, analytical workforce (engineers and scientists) consisting of civilian and military personnel, managing employees' appraisals and performance, resolving employee's complaints, and collaborating with other supervisors across the organization. Planning, managing, overseeing and approving a diverse portfolio in collaboration with the Director. Leading, initiating and maintaining effective communication with senior level government stakeholders to include various U.S. Navy, Department of War, and Intelligence Community representatives.
