This position is located in the Office of the Chief Information Officer (OCIO). This mission of OCIO is to enable delivery of HUD programs, services, and management processes by providing high-quality information technology (IT) solutions and services. The strategic goals of OCIO are to: rapidly modernize HUD's information technology to support key business initiatives; transform the information technology infrastructure to adapt to and adopt emerging technologies; develop a cadre of highly capable IT professionals with mission critical competencies needed to meet the Department's goals; and provide secure, rapid, and reliable data and information to our customers. As a Supervisory IT Specialist (ACIO for DBO), you will: Accomplish or direct OCIO human and financial resource management (to include OCIO funds control, budget execution, internal controls, and acquisition management). Manage all aspects of OCIO WCF contracting, subcontracting and related acquisition challenges, from the development of solicitations through final contract closeout. Manage PII planning agency-wide, managing the breach notification process, privacy incident reporting and privacy Impact Assessments, the SSN/PII Minimization Program Management, FISMA Reporting, privacy audits and privacy PII training and awareness initiatives. Implement policy and procedures guidelines for program management, develop the Privacy Program Charter, Privacy Strategic Plan, maintain and update the HUD Privacy Program Handbook, provide oversight of HUD compliance to the Privacy Act of 1974, E-Gov Act and OMB Circular A 1-30. Design, develop, maintain and disseminate the HUD and OCIO information technology strategic process and plans, and serve as principal advisor to the CIO on the IT strategic planning process that establishes a collaborative strategic relationship between the CIO and HUD's senior political executives, core program offices and support offices.

Qualifications: You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Participating in budget formulation and reconciliation for IT DM&E (Development) and O&M (Operations and Maintenance), S&E (Salaries and Expenses), and contract execution and obligation; AND - Analyzing trends and priorities to develop prioritization strategies for technological shifts and resource needs; AND - Participating in plans for PII breach to include notification process, incident reporting, privacy impact assessments, privacy training, and privacy audits; AND - Executing a full range of supervisory authorities and responsibilities in managing a team, resolving grievances and employee complaints, and affecting disciplinary measures; AND - Providing program management and oversight of contract management, delivery of services, managing cost, and ensuring effective performance of the contractors. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
