Job Summary: The Social Worker (Program Coordinator) of the Mental Health Clinic coordinates and manages the administrative and clinical aspects of the Mental Health Clinic under Mental Health Service at Dayton VA Medical Center. This position is located in the Mental Health Service under administrative supervision of the Program Manager, Mental Health Clinic, Mental Health Service.

Develops and/or monitors existing information systems to track service activities including, but not limited to, visits, referrals, access, productivity and clinic utilization, risk assessment, SAIL metrics, patient demographics, equipment utilization, and patient satisfaction. Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Supervises a group of employees performing work at various GS levels (e.g., psychologists, nurses, social workers, licensed professional mental health counselors, program support assistants, etc.) and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit/service, including outreach efforts, CBOC involvement, and efforts at other sites within the Health Care System. Performs the administrative and personnel management functions related to staff supervision. Incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and evaluates employee performance. Incumbent is able to resolve informal complaints and grievances. Develops work improvement plans and recommends personnel actions as necessary. Incumbent provides advice, counsel and mentoring workers related to clinical and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. Supervises employees to accomplish the work of the organization unit. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management function relative to the staff supervised. Clinical Responsibilities (50% time) Provides clinical care management when appropriate directly to an assigned cohort of patients. Provides a full range of behavioral health services to typical and atypical cases in areas of patient treatment assignment, consistent with approved clinical privileges and type of hospital appointment, with evidence of acceptable work quality by satisfactory supervisory peer case review ratings. A full range refers to counselling/psychotherapy, psychodiagnostic evaluation/interviewing, therapeutic programming, team participation, chart documentation, and specialized techniques appropriate to specific treatment assignment area. Maintains productivity standards as indicated by maintaining casework loads in compliance with established service policies and response to requests for patient treatment services in a timely manner. Timely refers to initiation of services within two workdays after receiving consult request and completion within 20 days. Exhibits the capacity to develop effective work relationships with patients, team members, and relevant hospital employees. Qualifications: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grade Determinations: Social Worker (Program Coordinator) GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations. Physical Requirements: Work is primarily performed in an office setting in the Mental Health Clinic located at the Dayton VA Medical Center. Emotional maturity, compassion for others, and tolerance for stressful situations are required. High energy level is required in order to interact with challenging Veterans to meet their treatment needs. The work is primarily sedentary; however, the incumbent must follow appropriate safety procedures as there will be some periods of walking and may involve light lifting, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. The position requires the use of office equipment such as computers, keyboards, telephones, fax machines, and photocopy machines. Visual acuity, keen hearing, clear distinctive speech, and manual dexterity are required. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be able to shift priorities based on patient needs. May be exposed to infected patients and/or contaminated materials and will be required to take appropriate safety and protective measures. Occasional travel and extensive intra-state travel by automobile or public conveyance may be required.
