SUPERVISORY IT CYBERSECURITY SPECIALIST (INFOSEC)

The primary purpose of this position is to serve as the JMOC-T Director and reports directly to the 367 COS commander, a lieutenant colonel. The incumbent is also a second-level supervisor and is the lead of an organizational location (OL). **Salary ranges include local market supplements.**

Major Duties:

  • DUTY 1: Plans, organizes, and directs the activities of the JMOC-T, ensuring that JMOC-T complies with legal and regulatory requirements and meets customer needs. DUTY 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. DUTY 3: Represents both 367 COS and JMOC-T with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with USCC, AFCYBER, and JFHQ-C(AF). DUTY 4: Serves as the JMOC-T Director. The incumbent is responsible for managing the JMOC-T entailing the Operations Directorate, Engineering Directorate, and Intelligence Directorate. Major duties include implementing and overseeing a cyberspace platform aligned to command priorities.

Qualifications: This is a GG-15 position in the Cyber Excepted Service (CES). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful performance required for this position. Examples of creditable experience include: Have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving-AND- Expert knowledge of a wide range of IT principles, concepts, practices, and services to include technology related to DoD cybersecurity practices and Defensive Cyberspace Operations; knowledge of the national intelligence community, Joint, DoD structure, organizations, mission/functions, inter-relationships, and operations. Knowledge of several critical cyber mission areas, including inspection, operations support, threat mitigation, counter infiltration, and threat emulation. Knowledge of safety and security regulations, practices, and procedures; knowledge of security practices for ensuring the safeguarding of classified information. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of IT principles, concepts, practices, and services to include technology related to DoD cybersecurity practices and Defensive Cyberspace Operations; knowledge of the national intelligence community, Joint, DoD structure, organizations, mission/functions, inter-relationships, and operations. 2. Knowledge of several critical cyber mission areas, including inspection, operations support, threat mitigation, counter infiltration, and threat emulation 3. Knowledge of safety and security regulations, practices, and procedures; knowledge of security practices for ensuring the safeguarding of classified information. 4. Skill in performing the cyber role of Security Control Assessor and perform a range of cyber tasks supporting the organization's mission, including engaging in network infrastructure activities, cyber planning, cyber operations, cyber threat analysis, and incident response, and change and compliance management. 5. Skill in system administration functions of Microsoft Windows and of Linux\Unix based operating systems to know where artifacts/remnants of an intrusion may be uncovered for the purposes of working intrusions and quickly being able to triage incidents. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization 7. Ability to communicate effectively, both orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Key: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019. Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per DoDM 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.
