Major Duties:

  • This is a temporary promotion/short term assignment for up to 90 days, with possible extension if needed. Temporary promotions may be terminated at ANY time based on the needs of management. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. The incumbent must be a customer service professional who can work in a fast-paced and dynamic work environment. Things happen quickly and continuously in this position, and the incumbent will find the need to move from one task to another without much time in between or juggling multiple duties at the same time. As the Unit Chief of the Human Resources Information Technology Unit (HRIT) in the Office of Human Capital (OHC), you will supervise a staff with backgrounds in all facets of human resources management automated and information systems and functional processes. As a Supervisory Human Resources Specialist (Information Systems), you will perform the following duties: Analyze the OHC-wide reporting system enterprise and making recommendations for future enhancements to ensure all system and reporting capabilities are efficient, effective and responsive to the user's needs; Provide management consultative services involving the full spectrum of human resources information systems and applications functions to include issues impacting the various functional areas such as recruitment and placement, position classification, staffing, benefits, and employee performance; Provide senior level technical expertise, advice and assistance on the development, operation, and maintenance of human resources automated systems and reporting tools to include descriptive. predictive and historical data regarding the ICE workforce; Direct, plan, conduct and evaluate functional testing of field automated systems supporting the OHC HR functions; and Serve as a proponent for data quality/data integrity of field level personnel automated systems.

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as: Serving as a supervisor, lead, or senior specialist involved in human resources automated systems and reporting tools; Analyzing and evaluating concept proposals and planned developmental projects in relation to established human resources laws, regulations, policies and procedures; Providing technical expertise on systems operations, personnel information systems applications, and programs to improve work methods and procedures through automation; Performing human resources systems testing, analysis, and evaluation of functions, ensuring data quality and integrity; Assessing human resources technology program effectiveness by researching and analyzing a variety of unusual conditions, problems or questions.
