Salary Range: $124567 - $189126 Per Year

Job Summary: As a Staff Appraiser, you will serve as an Appraiser in the Project Management Office. Location of position: GSA, PBS, Office of Real Property Disposition (ORPD) The ORPD provides strategic direction, overseeing the development and administration of programs related to the utilization and disposal of Federal excess and surplus real property government-wide. We are currently filling two vacancies, but additional vacancies may be filled as needed.

Major Duties:

  • Appraisal services pertain to the disposal of real property, related personal property and machinery and equipment, and include appraisal review, consultation, feasibility studies and market analysis. Serves as advisor and technical authority on real property valuation matters. Provides valuation expertise to agency leadership, Realty Specialists, and other Federal agencies on highest and best use proposals, land use plans, disposal and reuse plans, etc. Provides solutions to appraisal-related problems; advises on questionable and/or controversial property valuations/evaluations. Provides pre-approval and post-review consultations as needed. Advises on release of select appraisal reports and related information throughout the office and to other planning and operational activities as appropriate. Provides technical and program guidance to other Government agencies and contract appraisers on appraisal methodology, standards, program requirements, and contracts. Interprets specialized government appraisal matters such as: valuing property for special use; valuing unzoned property; valuing property without access or subject to other unique limitations or restrictions; and valuing property for transfer to other agencies or sale to other public entities. Develops technical contract specifications and selects the most capable, professional contract appraisers available by evaluating their proposals, reviewing their qualifications, and making inquiries necessary to determine the expertise of the contractors.

The GS-13 salary range starts at $112,556 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience defined as real estate valuation and asset management to include preparing, reviewing and analyzing real estate appraisals for industrial or commercial property. This experience must include: Preparing appraisal and valuation services of real and commercial properties based on federal, state, and local laws, Preparing statements of work and contract packages for appraisals and valuation services, Applying marketing techniques to ensure that disposal strategies align with organizational goals, and Reviewing appraisal reports and/or analyzing valuation issues related to real property documentation.
