Specialist, Service Quotation Management

About the Role
Ciena is transforming the way global networks are built and evolved—supporting customer transitions such as TDM to Packet, fixed‑grid to flex‑grid, terrestrial and submarine network modernization, and large‑scale network migrations. We are seeking an experienced Specialist, Service Quotation Management to join our Americas Services organization.
In this role, you will be responsible for developing high‑quality, customer‑ready services proposals that support complex terrestrial and submarine network reconfiguration and migration engagements. You will collaborate closely with Sales, Engineering, and Service Delivery teams to define scope, pricing, assumptions, and delivery frameworks for service opportunities of varying scale and complexity.
This position is ideal for a professional with strong technical acumen, commercial awareness, and the ability to translate optical network requirements into accurate, executable service offerings.
Key Responsibilities
- Act as a services quoting specialist supporting Sales organizations across the CALA region
- Lead the end‑to‑end development of services proposals across small, medium, and large business opportunities of varying complexity and value
- Support service engagements involving both terrestrial and submarine optical networks, including modernization, reconfiguration, and migration activities
- Define service scope, pricing models, deliverables, assumptions, and dependencies based on customer requirements and Ciena’s services portfolio
- Interpret bills of materials, network diagrams, cable system architectures, and landing station requirements to create accurate, executable service proposals
- Collaborate with service delivery, engineering, and submarine specialists to develop effort estimates and cost inputs for custom requirements
- Ensure proposals meet quality, accuracy, and timeliness expectations while aligning to defined service‑level objectives
- Apply corporate governance, financial controls, and audit requirements throughout the proposal lifecycle
- Optimize service pricing and cost structures in alignment with approved frameworks and guidelines
- Apply discretionary pricing adjustments in accordance with company policy
- Ensure proposals support auditability and service order‑booking readiness
- Identify and drive continuous improvement opportunities within proposal processes, tools, and methodologies
- Provide guidance and mentorship to less‑experienced team members, as required
Required Qualifications
- Post‑secondary degree in business, economics, engineering, sciences, or a related field or equivalent professional experience
- Six to eight (6–8) years of experience in professional services, service quoting, or network services delivery
- Demonstrated experience developing service proposals, scopes of work, and pricing for optical network deployment, reconfiguration, or migration activities
- Strong understanding of financial fundamentals, including cost, price, and margin relationships
- Advanced proficiency in Microsoft Excel; familiarity with modern productivity and automation tools
- Proven ability to manage multiple concurrent requests while meeting defined service‑level agreements
- Strong analytical, communication, and stakeholder‑management skills
Preferred Qualifications
- Experience with submarine optical cable systems, including landing station environments and wet‑plant/dry‑plant service considerations
- Experience with photonic or optical networking environments (terrestrial and subsea)
- Exposure to Layer 0 photonic control, OTN, SDH/SONET, or Layer 2 network technologies
- Experience developing and/or managing services budgets
- Prior involvement in largescale terrestrial or submarine network migration or reconfiguration programs
