The Sr. Manager Personnel Security will support the Special Programs Security department by leading the Personnel Security Center team consisting of a nationwide group of security professionals. This team is tasked with ensuring employees tasked to support sensitive and classified programs meet the stringent personnel security requirements of our government customers by reviewing and maintaining personnel security packages, aiding employees in completing reporting requirements and interfacing with internal and external security customers. This position will oversee the execution of the Personnel Security Center ensuring compliance with government regulations, identifying process improvements, fostering employee growth, and reporting statistics and performance metrics to senior leadership.

The selected candidate can perform this role from: El Segundo, CA; McKinney, TX; or Tucson, AZ.

THIS POSITION IS FULL TIME ONSITE

What You Will Do

  • Lead a team of Personnel Security Specialists by establishing schedules, prioritizing assignments, providing training, and oversight.
  • Ensure personnel security packages are complaint to support access requests for Special Access Programs.
  • Develop, prepare, and implement novel processes to improve output in accordance with Raytheon CORE (lean/six sigma) operating system.  
  • Partner with the security leadership team to ensure processes are integrated across the department.
  • Ensure compliance of operations in accordance with DoDM 5205.07, CFR 32 Part 117, DoD 5200.02, DoD 5200.48, DoD 5105.21 and internal company policy.
  • Conduct and/or participate in internal reviews and/or Government inspections. 
  • Maintain records and databases related to Personnel Security Clearances and accesses.  
  • Collect metrics, perform data analysis and submit reports to senior management.
  • Prepare, review, and submit cost proposals to senior management.
  • Conduct employee performance reviews to develop, mentor and train personnel.

Qualifications You Must Have

  • Typically requires a Bachelor’s degree and a minimum of 10 years of prior relevant experience. Advanced degrees may be considered in lieu of prior experience.   
  • Experience leading and managing the execution of Personnel Security processes and procedures within a SAP/SCI work area including executing the NISPOM, DoDM 5205.07, and ICD Manuals.
  • Experience utilizing DISS and JADE information systems.
  • Experience with business automation tools such as PowerApps, PowerBI, and SharePoint and demonstrated proficiency utilizing Microsoft Project and Excel.

Qualification We Prefer

  • Degree major in Business Management, Security and/or Risk Management, Government Policy, Information Management, Criminal Justice, or other related field of study.
  • Broad knowledge and skills within the SAP/SCI security discipline.
  • Completed related training and/or certification with DCSA and/or CDSE (ex. Introduction to SAPs, ICD-705, SFPC, SPSC, PSC, etc.)

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
