The Senior Performance & Development (P&D) Business Partner is a strategic role supporting senior and operational stakeholders to identify, design, and deliver learning interventions and performance development solutions. Responsible for driving transformation, talent development, and performance management across Capita South Africa, this role partners with business leaders to enable growth, compliance, and innovation.

Job Description:

Key Responsibilities

Strategic Leadership & Transformation

  • Lead transformation initiatives in performance and development, aligning with Capita’s Group P&D strategy.
  • Drive business projects and outcomes through insight and expertise in P&D.
  • Champion diversity, equity, and inclusion (ED&I) in all development practices.
  • Represent P&D in executive forums and drive change management initiatives.
  • Build strong relationships with internal and external stakeholders, including government, non-government, and educational institutions.

Performance & Development Operations

  • Design and deliver the Career Pathway Framework and competency models.
  • Facilitate progression and succession planning, supporting talent pool creation and scalable solutions.
  • Lead performance development processes, including calibration and system improvements.
  • Train and coach managers, executive leadership, and employees in performance development and progression.

Compliance & Governance

  • Ensure compliance with South Africa’s Skills Development Act, Skills Development Levies Act, and BBBEE legislation.
  • Develop and submit Workplace Skills Plan (WSP) and Annual Training Report (ATR) to the Department of Labour.
  • Establish and maintain Capita’s Skills Development Committee.

Stakeholder Management

  • Build professional relationships with key stakeholders and actively contribute to strategic business decisions.
  • Secure skills development funding from SETA, QCTO, DTIC, and other government programmes.

Data & Reporting

  • Proactively report on performance, utilization, and engagement with global programs.
  • Input into reporting for Enterprise Risk Committee regarding P&D risks and mandatory training.

Key Deliverables

Transformation: Implementation of innovative P&D solutions; measurable improvements in employee development, engagement, and business outcomes; successful change management and stakeholder buy-in.

Talent Development: Design and execution of career pathways, succession planning, and talent pool creation.

Compliance: Full compliance with Skills Development and BBBEE legislation; accurate and timely reporting.

Stakeholder Impact: Strong relationships with internal and external partners; achievement of strategic business goals.

Data & Reporting: Accurate tracking and reporting of KPIs: development metrics, engagement, compliance, and risk.

Professional Know-how

Academic Qualifications

  • Matric (essential)
  • Degree in Industrial Psychology, Development, Learning, BCom, or BSc (preferred)

Experience

  • Minimum 5 years’ experience in Performance & Development
  • Experience in managing large-scale learning initiatives and transformation projects

Knowledge, Skills & Abilities

  • Expertise in learning delivery, design, and development
  • Strong project management, leadership, and change management skills
  • Deep understanding of compliance, diversity, and inclusion
  • Excellent communication and stakeholder engagement skills
  • Experience in budgetary management and securing development funding.
