Under the direction of the assigned supervisor, maintain all traffic control devices and other electric/electronic controls and devices.

DUTIES AND RESPONSIBILITIES:

• Inspect signal and other electric/electronic installation by private contractors.
• Direct and coordinate the jobs of the Signal Technician Assistant and Signal Technician Helper.
• Maintain inventory of replacement components, parts and supplies.
• Maintain contact with the NM State Highway Department and law enforcement agencies.
• Prepare monthly reports.
• Maintain automatic solid state traffic controllers and flashers and computer controlled telephone activated systems, such as the Black Mesa Pumping Station.
• Inspect tests and repair electric signals and equipment as assigned.
• Wire and construct new electronic traffic control devices.
• Replace defective equipment and install new equipment. Clean, lubricate and adjust automatic signal systems as assigned.
• Perform warrant studies for new lights and may be required to maintain equipment records including an inventory of both signals and luminaries.

MINIMUM QUALIFICATIONS

• High school diploma or GED, plus one (1) year technical school training in the field of electronics and an additional six (6) months of training in electrical circuitry and wiring.
• Requires three (3) years of directly related work experience.
• Working knowledge of electrical circuitry, electronics schematics and electronic logic diagrams.
• Skilled in the use and care of equipment related to this positions, i.e., test meters, hand and power tools, and aerial lift trucks.
• Skilled in working with high voltage and amperage electrical systems such as 440 voltage systems.
• Ability to read written instructions and prepare written reports.
• Ability to read and understand contract plans and specifications.
• Ability to understand the hazards relevant to the work required by this position.
• Ability to work alone on electric circuits and electronic systems as allowed by Electrical Code and OSHA regulations.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following: 

• Employee must successfully complete the post-offer employment medical examination and background investigation. 
• This position is safety sensitive. Employment is subject to a pre-employment and random drug testing in accordance with all terms and conditions of federal and state rules and regulations regarding alcohol and/or drug testing.
• Employee must comply with the safety guidelines of the County. 
• Employee must complete required FEMA training(s) as assigned to position. 
• Employee must complete required Supervisor classes if applicable. 
• Employee must possess an EJ98 (Electrical Journeyman) certificate of competence from the State of New Mexico.
• Employee must possess a valid NM driver’s license by employment date and retain NM driver’s license while employed in this position.
• Employee must attend Traffic Control Training Courses conducted by the NM State Highway Department and other courses that may be scheduled by supervisor.
• Position requires working overtime as assigned during non-scheduled work hours. 

WORKING CONDITIONS

• Duties are primarily performed outdoors, with one-third of the time spent in the office.
• Indoor duties are performed in a temperature-controlled environment; however, worker is exposed to natural weather conditions while working outdoors.
• Outdoor surfaces include natural ground, concrete, asphalt, ramps, stairs, or bridges.
• Work hazards or potential work hazards include the exposure to dangerous situations involving moving machinery, adverse weather conditions, including high wind and lightening, exposure to potential electrical hazards, and mechanical hazards while operating power tools and equipment.
• Worker is exposed to dust, snow, wind, lightening, and extreme cold.
• Worker may be exposed to high voltage during inspections and repairs to system when electricity remains on.
• Employee is required to work in traffic, which could present hazardous situations, particularly when working on the interstate systems.
• Employee must be able to tolerate working at heights of 30 feet from an aerial lift truck while in traffic.

EQUIPMENT, TOOLS, AND MATERIALS

• Employee handles writing utensils, various paperwork, files and reports in the documentation of installation and maintenance of traffic control devices.
• Employee operates a four-wheel drive vehicle or truck in the performance of duties.
• Employee utilizes various hand tools, voltmeter, ohmmeter, and other test instruments.
• Employee operates air compressor, generator, cement cutter, vacuum, tamper, backhoe, aerial lift trucks, portable welding unit and saline tanks, cutting torches, forklift, front end loader.
• Worker utilizes picks and shovels, power tools, multi test meters, conflict testers, amperage tester and two-way radio in the performance of essential duties.
• Employee handles wooden spools containing cable, installs traffic tape on 50-foot rolls weighing 100 pounds.
• Employee handles paint thinner, paint remover, electrical spray, and industrial mastic, spray paints, striping tape, paint.
• Installs positive guidance patterns (cones).

9. Must be able to calculate surfaces, volumes, weights and measures and traffic flow.

10. Must be able to calculate variables and formulas using algebraic math.

11. Must possess the ability to make generalizations, evaluations, or decisions based upon sensory or judgmental criteria when evaluating a traffic control problem.

12. Must have the mental abilities to understand electrical circuitry, electronic schematics, and electronic logic diagrams.

13. Must be able to apply the knowledge of tools, machines, material, equipment and methods used in the performance of essential duties.

PHYSICAL FUNCTIONS

1. Must be able to stand/walk for up to eight hours per day.

2. Must be able to sit up to three hours per day when performing computer or driving duties, as needed.

3. Must be able to kneel and crouch for short periods on a frequent basis as needed when installing or repairing equipment or lines.

4. Must be able to bend at the waist and twist/rotate waist as needed on a frequent basis while performing essential duties.

5. Must be able to push/pull with arms with sufficient force to pull 150 to 200 pound cable into position while installing traffic control devices.

6. Must be able to push and pull poles weighing between 150 and 350 pounds into position while installing median poles or traffic control poles.

7. Must be able to climb stairs and ladders on a frequent basis when installing traffic control devices.

8. Must be able to maintain balance while climbing and standing on ladders or in aerial lift trucks.

9. Must be able to lift heavy rolls of wire or cable of over 100 pounds with assistance.

10. Must be able to use hands and fingers to grasp/manipulate materials and equipment in a bilaterally coordinate manner in performing essential duties.

11. Must be able to use fine finger dexterity in the use of machines and hand tools required of electricians.

12. Must be able to coordinate the use of hands and eyes in the performance of essential duties.

13. Must have good color discrimination (cannot be colorblind).

14. Must have eyesight and hearing sufficient to be able to perform essential duties.

15. Must be able to use legs and feet to stand/walk, climb/descend stairs, ramps and ladders when needed.

16. Must be able to kneel on a frequent basis when performing ground level installations or repairs.

17. Must be able to crouch, crawl or work in a cramped position for short periods of time as needed when repairing or installing traffic control devices, operating computer and driving.

18. Must be able to work with arms bent or extended as needed up to a total of eight hours per day.
