MENTAL FUNCTIONS
1. Must be able to ask questions of supervisor and be able to listen to and follow verbal directions in English.
2. Must be able to understand and follow written and verbal directions in English.
3. Must be able to give verbal and written directions in English.
4. Must be able to speak and write clearly in order to communicate information essential to the smooth and safe operation in the public works department.
5. Must possess good judgement for quick action in emergency situations including electrical hazards, potential traffic hazard, extreme weather conditions such as high wind and lightening.
6. Must possess the adaptability to perform a variety of duties, often changing from one task to another task of a different nature without loss of efficiency, concentration or composure.
7. Must be able to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions.
8. Must be able to interpret an extensive variety of technical instructions in books, manuals, schematics, blueprints, and deal with several abstract and concrete variables simultaneously in the performance of Signal Technician duties.
9. Must be able to calculate surfaces, volumes, weights and measures and traffic flow.
10. Must be able to calculate variables and formulas using algebraic math.
11. Must possess the ability to make generalizations, evaluations, or decisions based upon sensory or judgmental criteria when evaluating a traffic control problem.
12. Must have the mental abilities to understand electrical circuitry, electronic schematics, and electronic logic diagrams.
13. Must be able to apply the knowledge of tools, machines, material, equipment and methods used in the performance of essential duties.
PHYSICAL FUNCTIONS
1. Must be able to stand/walk for up to eight hours per day.
2. Must be able to sit up to three hours per day when performing computer or driving duties, as needed.
3. Must be able to kneel and crouch for short periods on a frequent basis as needed when installing or repairing equipment or lines.
4. Must be able to bend at the waist and twist/rotate waist as needed on a frequent basis while performing essential duties.
5. Must be able to push/pull with arms with sufficient force to pull 150 to 200 pound cable into position while installing traffic control devices.
6. Must be able to push and pull poles weighing between 150 and 350 pounds into position while installing median poles or traffic control poles.
7. Must be able to climb stairs and ladders on a frequent basis when installing traffic control devices.
8. Must be able to maintain balance while climbing and standing on ladders or in aerial lift trucks.
9. Must be able to lift heavy rolls of wire or cable of over 100 pounds with assistance.
10. Must be able to use hands and fingers to grasp/manipulate materials and equipment in a bilaterally coordinate manner in performing essential duties.
11. Must be able to use fine finger dexterity in the use of machines and hand tools required of electricians.
12. Must be able to coordinate the use of hands and eyes in the performance of essential duties.
13. Must have good color discrimination (cannot be colorblind).
14. Must have eyesight and hearing sufficient to be able to perform essential duties.
15. Must be able to use legs and feet to stand/walk, climb/descend stairs, ramps and ladders when needed.
16. Must be able to kneel on a frequent basis when performing ground level installations or repairs.
17. Must be able to crouch, crawl or work in a cramped position for short periods of time as needed when repairing or installing traffic control devices, operating computer and driving.
18. Must be able to work with arms bent or extended as needed up to a total of eight hours per day.
