Job Description:

Parsons is looking for a talented Senior Testing & Commissioning Manager to join our team! In this role you will lead the testing and commissioning (T&C) strategy and execution for a major development program in Qatar, ensuring all building systems, utilities, and infrastructure assets are fully tested, validated, and operational prior to handover.

As Senior Testing & Commissioning Manager, you will oversee integrated commissioning activities across complex multidisciplinary systems, coordinating closely with contractors, consultants, and client teams to ensure performance validation and operational readiness across all project assets.

Job Responsibilities:

  • Lead the development and implementation of the Testing & Commissioning (T&C) strategy across major infrastructure and building systems.
  • Manage integrated T&C programs covering MEP systems, life-safety systems, vertical transportation, SCADA, BMS, ICT, and other specialist systems.
  • Develop commissioning plans, procedures, and protocols to ensure systems are tested and validated in accordance with project requirements.
  • Oversee integrated system testing, performance verification, and commissioning documentation.
  • Coordinate closely with contractors, consultants, and project teams to ensure proper execution of commissioning activities across multiple systems.
  • Ensure commissioning works comply with international codes, regulatory standards, and project specifications.
  • Manage the tracking and resolution of system deficiencies, non-conformance issues, and commissioning-related risks.
  • Lead coordination between construction teams and operational stakeholders to ensure systems are ready for final handover and operational use.
  • Support integrated testing activities and readiness certification prior to project completion.
  • Monitor commissioning progress and provide regular reports, dashboards, and performance updates to project leadership.
  • Facilitate technical workshops and coordination meetings to resolve complex commissioning challenges across multidisciplinary systems.
  • Ensure all commissioning documentation and system verification records are properly maintained and compliant with project requirements.

What Required Qualification & Skills You'll Bring:

  • Bachelor’s Degree in Mechanical, Electrical, or Electromechanical Engineering; Master’s degree in Engineering or Project Management is an advantage.
  • Minimum 18–20 years of overall experience, including at least 8–10 years in senior testing and commissioning roles on large-scale infrastructure or mixed-use developments.
  • Proven experience managing integrated testing and commissioning programs involving MEP systems, life-safety systems, vertical transportation, SCADA, BMS, ICT, and other specialist systems.
  • Strong regional experience in the GCC, particularly Qatar, within client-side or PMCM/PMC environments.
  • Extensive knowledge of MEP systems, automation systems, ELV systems, HVAC systems, fire and life safety systems, utilities, and smart infrastructure integration.
  • Strong familiarity with international standards and codes such as ASHRAE, NFPA, IEEE, CIBSE, and Qatar Construction Specifications (QCS).
  • Proven experience in planning, executing, and reporting commissioning protocols, integrated system testing, and deficiency tracking.
  • Proficiency with commissioning management software platforms such as CxAlloy, BlueRithm, or equivalent tools.
  • Strong expertise in systems integration logic, performance validation, and readiness certification processes.
  • Demonstrated ability to manage technical troubleshooting, risk assessment, and problem resolution during live commissioning environments.
  • Strong stakeholder coordination skills, working with contractors, consultants, operators, and project leadership teams.
  • Excellent leadership and team management capabilities with strong presentation and technical reporting skills.
