About You and this Role

This role is primarily responsible for coordinating third-party access to the Freeport sites.

In addition, the Property Management Contract Specialist will support the transfer, coordination, and processing of property acquisitions, sales, and donations of all off-site properties in and around the Texas Operations.

This job includes supporting the Dow Services Business (DSB) with contract administration of leases, easements, right-of-ways, service, and other agreements associated with properties.

This role works closely with multiple internal departments including Legal, Tax, Capital Planning, Maintenance, Purchasing, Demolition, Site Pipeline Operations, Security, Accounting, etc.

 

The intent of this role is to have a point of contact who synchronizes processes across functions to ensure third-party company access to Dow property when necessary.

Additionally, to provide a resource for current and future templates for real estate contracts, leases, licenses, easements, right-of-ways, service, and other agreements, as well as, any required external permits.

*This role is aligned to the Diamond Infrastructure Solutions (“Diamond Infra”) company and will be seconded from Dow to Diamond Infrastructure Solutions until January 1, 2027. At that time, the role will become directly aligned to the Diamond Infrastructure Solutions Company.*

Responsibilities

  • Coordinate across departments to ensure site entry requirements for property lease holders are met including Letter of No Objection and Criteria for Pipelines Installed on Dow Chemical Company , and other ES&S / EH&S requirements. 
  • Process all site entry requests for third-party activities in and around the Freeport manufacturing complex as allowed by easement / contract agreements.
  • Act as liaison to ensure off-site property issues are properly directed to and addressed by other Dow groups. 
  • Coordinate demolition of old structures (houses, buildings, billboards, trees, etc.), turn off power, disconnect utilities, close water wells, and close septic systems on purchased properties.
  • Contact for mowing issues, trespassing concerns, fence damage, drainage problems, etc., with local cities and/or neighbors (Slaughter Road, City of Oyster Creek, City of Freeport, City of Lake Jackson, etc.).
  • Act as the site focal point to address all property issues including community inquiries. 
  • Support the DSB with local property research, coordinating environmental assessments, surveys, appraisals, title work, funding requests, and following up on property acquisitions and sales.
  • Work with various fence line stakeholders (such as Velasco Drainage District and various manufacturing companies) to ensure Dow’s standard practices for contract arrangements are implemented and enforced.
  • Coordinate construction permits (Velasco Drainage District, Brazoria County, local municipalities, TXDOT, Railroads, etc.).
  • Act as the site focal point to support the DSB in addressing all issues related to the administration of all contracts and easement agreements related to property assets.
  • Work with Tax Department to support management of Agricultural Exemptions.
  • Support the development, implementation, terminations, and monitoring of all contracts and life leases.
  • Calculate royalty rates and fees as outlined in Property Management Team contracts annually. 
  • Coordinate with accounts payable to ensure accurate and timely payment of royalties related to Property Management Team contracts.
  • Coordinate with Legal Department to update agreement templates (i.e. leases, licenses, easements, right-of-ways, service, etc.).
  • Manage electronic and physical document libraries. 
  • Maintenance of asset register for Site Infrastructure and Property Management
  • Maintenance of Site Temporary Housing Process
  • Process yearly License and payment for inland hurricane shelter
  • Provide asset change support in the travel trailer donation process
  • Experience in contract management and excellent written and verbal communication skills

Qualifications

  • A minimum of a High School Diploma or GED equivalent.
  • 5 or more years of experience with contract administration and real estate transactions.
  • Must have current valid, US driver’s license.
  • A minimum requirement for this U.S. based position is the ability to work legally in the United States.

Your Skills

  • Subject Matter Expertise: Proficient in the use of Microsoft Office, Outlook, Diamond Systems, ArcGIS. Thorough understanding of Dow policies including the Authorization Policy and Business Ethics Basic understanding of Texas Property / Real Estate laws
  • Training and Mentoring: Ability to train and mentor team members, particularly in areas such as landowner communications and compliance audits.
  • Communication: Strong communication skills for interfacing with landowners, public officials, vendor plant contacts, and team members.
  • Organizational Skills: Managing compliance audits, regulatory audits, maintenance records, and ensuring proper filing of MLV sheets and crossing reports.
  • Problem-Solving: Handling and processing Lock Out/Tag Out’s and Safe Work Permits and driving station reliability and a decrease in alarms.
  • Team Collaboration: Working closely with the Field Planner/Work Activity Coordinator and other team members to align work activities and ensure project execution.
