Senior NEPA Planner

STV is seeking a Senior NEPA/SEPA Planner to join our growing North Carolina environmental planning team within the Transportation Division. This role is central to delivering high-quality environmental documentation and compliance for transportation and infrastructure projects across the region.

As a Senior NEPA/SEPA Planner, you will lead environmental review efforts including Environmental Assessments (EAs), Environmental Impact Statements (EISs), Categorical Exclusions (CEs), NEPA/SEPA documentation, Section 404/NEPA Merger materials, and Community Impact Assessments (CIAs). You will direct multidisciplinary analyses, mentor staff, support project managers, and ensure all environmental documentation meets FHWA, FTA, NCDOT, NEPA/SEPA, and other regulatory requirements.

You will also support business development through proposal preparation, scope and budget development, and targeted client engagement. The role requires excellent writing, strong regulatory understanding, and a collaborative, proactive approach to project delivery.

Key Responsibilities

  • Lead NEPA/SEPA environmental review processes for transportation and infrastructure projects, ensuring compliance with applicable federal, state, and local regulations. 

  • Prepare and review Community Impact Assessments (CIAs), NEPA/SEPA documents (CEs, EAs, EISs), technical analyses, and supporting environmental studies. 

  • Lead development of NEPA/404 Merger documentation and coordinate with resource agencies throughout Merger concurrence points. 

  • Plan, facilitate, and support stakeholder and public engagement activities including agency coordination, public meetings, community outreach, and client briefings. 

  • Check and mentor the work of junior and mid-level staff; provide quality assurance and guidance on environmental processes and documentation standards.

  • Collaborate with multidisciplinary teams—planning, engineering, traffic, water resources, and others—to integrate environmental compliance early in project development.

  • Manage or support project managers with scoping, budgeting, scheduling, status reporting, and client communications.

  • Develop scopes of work and level-of-effort estimates for NEPA/SEPA environmental reviews for proposals and project planning. 

  • Participate in business development including proposal writing, interview preparation, and maintaining strong client relationships.

  • Serve as a Subject Matter Expert in NEPA/SEPA, offering strategic guidance and oversight for environmental planning tasks across the region. 

Required Qualifications

  • Bachelor’s degree in environmental science, planning, engineering, natural resources, or related discipline.

  • Minimum 12 years of relevant experience, including substantial leadership of NEPA/SEPA environmental documentation and compliance efforts. 

  • AICP certification required. 

  • Demonstrated expertise in preparing and reviewing NEPA/SEPA documents and supporting technical analyses. 

  • Strong understanding of FHWA NEPA processes, NCDOT environmental procedures, SEPA requirements, Section 404, and related regulatory frameworks. 

  • Exceptional technical writing skills with a history of producing clear, defensible environmental documents. 

  • Proficiency in Microsoft Office (Word, Excel) and managing complex document workflows.

  • Excellent organizational, communication, and time-management skills.

  • Ability to work independently and collaboratively within multidisciplinary teams.

  • Ability to fulfill essential job functions in a consistent state of alertness and safe manner.

Preferred Qualifications

  • Experience leading or managing multidisciplinary teams on environmental planning projects.

  • Strong familiarity with the NEPA/404 Merger process including experience securing concurrence from resource agencies. 

  • Demonstrated experience conducting or overseeing stakeholder engagement and public involvement activities. 

  • Experience working with NCDOT, FHWA, or municipal clients in the Southeast. 

  • Background in proposal development including environmental scopes, budgets, and strategy

Compensation Range:

$95,453.79 - $127,271.72
