Job Summary: This position is with the Pentagon Force Protection Agency, Law Enforcement Directorate, Pentagon Operations Center Division. As a Weapons of Mass Destruction (WMD) Modeler for the Pentagon Operations Center (POC), Law Enforcement Directorate, the incumbent is a technical expert in hazard modeling and meteorology for a 24/7 shift operation.

Major Duties:

  • Incumbent typical work assignments may include the following: Develops downwind hazard models for both actual hazardous material releases, as well as developing operational and training scenarios. Executes the program and enforcing policies and scientific objectives with oversight from the Chemical, Biological, Radiological, and Nuclear (CBRN) Division under the supervision of the Senior Watch Officer and/or Supervisory Shift Operations Specialist. Serves as a member of the Operations Shift Team, responsible for incident awareness, communications sharing, and integration within PFPA during crisis/consequence management of a hazardous materials event or disaster. Provides assistance and recommendations to the POC Operations Shift Leader during all daily operations. Participates in solving problems of hazard modeling and its associated software and information requirements. Applies knowledge of CBRN as well as terrorist offensive threat weapons with which these groups may be associated, to include an understanding of meteorology and weather impacts on persistent and non-persistent hazardous material releases. Coordinates with POC Senior Watch Officer (SWO), Deputy Senior Watch Officer (DSWO) and Supervisory Shift Operations Specialist (SSOS), and others within the POC to ensure hazard modeling is routinely integrated into all plans, exercises and operations, and threat assessments. Provides recommendations and assistance to the SWO, DSO, and SSOS in determining collateral hazardous effects and casualties in the event of a CBRN attack on the Pentagon Reservation or within the NCR.

Qualifications: CONDITIONS OF EMPLOYMENT CONTINUED The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE. Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor. In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to Applying a basic knowledge of Chemical, Biological, Radiological, and Nuclear (CBRN), Weapons of Mass Destruction (WMD) or HAZMAT laws, regulations, principles and practices in order to provide technical guidance in case of a hazard material atmospheric release; and Assist with conducting studies, analyzing findings and making recommendations on substantive operating programs; e.g., WMD Modeling and Meteorological Programs; and Assist with applying analytical techniques and evaluation criteria to measure and improve program effectiveness and/or organizational productivity. OR Education: a Masters' degree or equivalent graduate degree or 2 full years of progressively higher graduate education leading to such a degree, OR LL.B. or J.D. if related. OR A combination of specialized experience and graduate education. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Applying knowledge of Chemical, Biological, Radiological, and Nuclear (CBRN) Weapons of Mass Destruction (WMD) or HAZMAT laws, regulations, principles and practices, and complex hazard modeling software capabilities in order to provide technical guidance in case of a hazard material atmospheric release; and Conducting studies, analyzing findings and making recommendations on substantive operating programs; e.g., WMD Modeling and Meteorological Programs; and Applying analytical techniques and evaluation criteria to measure and improve program effectiveness and/or organizational productivity. OR Education: PH.D. or equivalent doctoral degree or 3 full years of progressively higher graduate education leading to such a degree, OR LL.M. if related. OR A combination of specialized experience and doctoral education.
