Job Description:

Parsons is looking for a talented Senior Master Planner / Urban Designer to join our team! In this role you will lead the development and coordination of master planning and urban design strategies for a major development program in Qatar, ensuring that urban frameworks, land-use strategies, and infrastructure planning align with the project vision, regulatory requirements, and sustainable development goals.

As Senior Master Planner / Urban Designer, you will work closely with multidisciplinary design teams, planners, infrastructure engineers, and regulatory authorities to deliver integrated planning solutions across complex mixed-use developments.

What You'll Be Doing:

  • Lead the development and coordination of master planning and urban design strategies for large-scale development programs.
  • Oversee the preparation and delivery of conceptual and detailed master planning frameworks, ensuring alignment with project objectives and regulatory requirements.
  • Manage the evolution and implementation of master plans, urban frameworks, zoning strategies, and land-use planning.
  • Coordinate with infrastructure, architecture, landscape, and engineering teams to ensure integration between urban planning strategies and project development requirements.
  • Review and manage planning deliverables including FAR/GFA calculations, setbacks, build zones, view corridors, and land allocation frameworks.
  • Ensure master planning strategies align with infrastructure design, sustainability targets, and economic feasibility objectives.
  • Lead planning reviews and coordinate with local authorities to ensure compliance with planning policies and regulatory frameworks.
  • Facilitate workshops, stakeholder engagement sessions, and planning charrettes to support design development and planning approvals.
  • Manage cross-disciplinary coordination between urban designers, infrastructure engineers, landscape architects, and transport planners.
  • Oversee planning documentation and reporting, including development control plans, zoning matrices, and planning compliance documentation.
  • Maintain planning trackers and dashboards to monitor land-use allocations, zoning frameworks, and master plan updates.

What Required Skills You'll Bring:

  • Bachelor’s Degree in Urban Planning, Urban Design, Architecture, or a related discipline from an accredited institution; Master’s degree preferred.
  • Minimum 20 years of professional experience in urban planning, master planning, and development strategy implementation.
  • At least 5 years in a client-representative or PMC planning coordination role.
  • Demonstrated experience working on multi-zone, large-scale urban developments including mixed-use, hospitality, and major development programs.
  • Proven involvement in concept-to-detailed master plan evolution and execution oversight.
  • Strong experience in urban framework planning, infrastructure zoning strategies, land-use planning, and placemaking.
  • Demonstrated experience working on GCC mega developments, preferably with experience in Qatar.
  • Strong knowledge of urban mobility planning, density distribution strategies, and public realm frameworks.
  • Experience with stadium integration strategies, adaptive reuse planning, and district-based phasing approaches.
  • Proven ability to review and coordinate planning deliverables including FAR/GFA calculations, setbacks, build zones, and view corridors.
  • Strong understanding of local authority planning processes and regulatory coordination.
  • Experience managing cross-disciplinary planning coordination involving urban designers, landscape architects, infrastructure engineers, and transport planners.
  • Strong capability in leading technical workshops, planning reviews, and stakeholder coordination sessions.
  • Proficiency with planning and design software tools, including GIS platforms, CAD, Adobe Suite, and urban planning analytics tools.
  • Experience maintaining planning trackers, zoning matrices, and land allocation dashboards.
  • Strong communication, presentation, and leadership skills to coordinate planning teams and engage with senior stakeholders.
