[What the role is]
Tote Board’s Strategic Planning and ERM function operates as a high-impact team of two. Reporting directly to the Assistant Director, you will have a view of how complex Whole-of-Government (WOG), MOF and Tote Board objectives are synthesised into coherent strategic narratives.[What you will be working on]
You will support Tote Board Senior Management in navigating the complexities of the current operating environment and support Tote Board’s priorities in line with MOF and the larger Whole-of-Government objectives and outcomes. You will lead ERM in enabling the Tote Board Group to effectively manage risks and seize opportunities. Your responsibilities include:
Strategic Planning
Lead/ support the HOD in distilling broad directions from WOG, MOF, Board of Tote Board and Senior Management and synthesising them into actionable frameworks.
Draft and present Board papers where the focus is on logical depth and strategic clarity.
Track performance metrics, ensuring they tell a meaningful narrative about Tote Board's impact and progress.
Develop discussion framings for Board and Senior Management, not just facilitation or consolidation.
Identify long-term trends and evaluate their specific impact on Tote Board’s mandate.
Enterprise Risk Management (ERM)
Responsible for improving the ERM framework in Tote Board and oversight of ERM in our subsidiary, Singapore Pools Pte Ltd, ensuring risk is treated as a strategic enabler to support governance.
Develop and present integrated reports for the Audit and Risk Committee (ARC) and Board that connect risks to strategic themes and objectives.
Drive organisational risk culture through targeted training and engagement.
Operational Excellence
Anticipate needs and take full end-to-end ownership of engagements including venue management, vendor management and material preparation to ensure seamless execution of our activities to support strategic goals.
Prepare half-yearly/ quarterly update reports to MOF and PSD.
Maintain accurate documentation on repositories and intranet.
Lead special projects and contribute to initiatives or ad-hoc tasks as assigned.
[What we are looking for]
Requirements:
Qualification: Trained in any discipline or equivalent qualifications and experience. Relevant certifications are advantageous.
Experience: Minimum of 3 years in a position that demand strong analytical skills and project management experience. Preferably within the public sector or involved in preparing materials for decision-makers, where clarity and robust reasoning are essential.
Writing Skills: Able to navigate ambiguity and craft substantive first drafts that reflect not only the "what" but also the "why" behind strategic decisions. Ability to simplify complex logic for various audiences and critically review one’s own work for gaps in reasoning is highly valued.
Conscientiousness: Track record of proactively engaging stakeholders across all levels, ensuring deadlines are met with minimal supervision.
Stakeholder Management: Ability to drive progress independently.
Technical Base: Coaching provided on Tote Board’s Strategic Planning and ERM frameworks, you must bring logical thinking, curiosity, and a dedicated work ethic to the role.

The role is subject to prevailing hybrid working arrangement within Tote Board. It may involve managing logistics and setting up of venues as required, particularly in preparation for events and workshops.
