Job Description:
Parsons is looking for an amazingly talented Senior Geotechical Engineer to join our team! In this role you will get to serve as the Sector Construction Management Office Engineer and Technical lead for the construction site(s) and supports the assigned Construction Manager.
In our anticipated role, Parsons will provide Owner Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.
What You'll Be Doing:
Provides written reports, presentations, and compiles progress data for the project sites.
Serves as primary technical and engineering lead for the Sector Construction Management Office involving field engineering and technical issues including:
Subsurface condition evaluations and interpretation
Earthwork operations, excavation support, and embracement construction
Temporary works such as shoring, dewatering, and cofferdams
Work with construction contractors and their DOR, any engaged client A-E firms, Parsons SCMO engineering staff, and Parsons reach back SMEs to investigate and make recommendations related to technical and engineering challenges found during construction.
Support the development of Scope of Work, Estimates, and Schedule impacts for any field changes leading to modifications.
Review and provide comments on contractor submittals.
Coordinate response and prepare input to and recommendations for written responses to construction contractor or Requests for Information (RFI’s).
Attend and participate in various construction meetings such as pre-construction and pre-performance conferences, quality control coordination meetings, progress meetings, or other conferences and meetings held with the construction contractors.
Review and comment upon proposed construction techniques, procedures, and methods prepared or proposed by others and provide recommendations for approval or disapproval actions that should be taken.
Review and comment on quality control plans, procedures and techniques, and perform technical compliance inspections to ensure compliance with technical specifications and contract.
What Required Skills You'll Bring:
Bachelor’s degree in Geotechnical Engineering, or Civil Engineering with Geotechnical emphasis
Registration as PE
Min 10 years relevant experience in Construction Management projects
Must be a US Citizen and able to pass any required federal background checks.
Must have a valid driver’s license
Clear Written and Verbal Communication Skills
Experience with large horizontal and supporting infrastructure projects including
Subsurface investigations and soil characterization,
Foundations and ground improvement methods.
Strong Geotechnical Engineering judgement
Past Experience with a Web Based Project Management Information System for Submittals and Quality Assurance reporting (such as USACE RMS, NAVFAC eCMS, Procore, Kahua, and other software solutions)
Experience with Design-Build contracts, Design reviews, SOW development, technical specifications and providing technical recommendations.
What Desired Skills You'll Bring:
Certification as PMP and or CCM
Previous relevant experience with large federal agencies (DoD or Other)
Previous experience working on relevant large construction projects in remote locations
Completion of Construction Quality Management Course (CQM) or other equivalent course within 5 years
OSHA Safety Training (30 Hour) or other equivalent course within 5 years
Works primarily from one of the three Sector Construction Management Offices located at San Diego, CA, El Paso, TX, or Edinburg, TX with the ability to occasionally travel to a remote site
