AdministratorThe Director of Government Affairs plays a critical role in advancing Dallas College’s legislative, regulatory, and public policy priorities at the federal, State of Texas, and local levels. Reporting to the Head of Government Affairs, this position supports the development and execution of the institution’s government affairs strategy, engages with policymakers and key stakeholders, and helps position Dallas College as a leading voice in workforce development and higher education.
This role operates at the intersection of policy, strategy, and stakeholder engagement - translating legislative developments into actionable insights while supporting efforts to shape a policy environment that advances student success, economic mobility, and regional growth.
KEY RESPONSIBILITIES
Government Affairs Strategy & Execution
Support the development and implementation of Dallas College’s government affairs strategy across federal, state, and local levels.
Monitor, analyze, and report on legislative and regulatory developments impacting higher education, workforce development, and institutional priorities.
Provide timely and actionable insights to the Head of Government Affairs and Vice Chancellor, External Affairs, and senior leadership.
Legislative Engagement & Advocacy
Build and maintain relationships with elected officials, legislative staff, and government agencies to support Dallas College’s policy and funding priorities.
Assist in advancing the institution’s legislative agenda, including preparation of briefing materials, policy summaries, testimony, and position statements.
Support coordination with external lobbyists and consultants to ensure alignment with institutional priorities.
Stakeholder Engagement & Institutional Positioning
Represent Dallas College in meetings, briefings, and public forums with government stakeholders and partner organizations.
Support efforts to strengthen the institution’s visibility and credibility in policy and workforce development discussions.
Collaborate with internal teams—including communications, workforce development, and foundation leadership—to ensure coordinated external engagement.
Issue Management & Policy Analysis
Identify emerging policy issues and potential risks or opportunities affecting the institution.
Conduct research and analysis to inform institutional responses and strategy.
Support the development of recommendations to address or mitigate policy-related challenges
MINIMUM REQUIREMENTS
Education & Experience
Bachelor’s degree and 10-12 years of relevant experience in government affairs, public affairs, public policy, or a related field, or an equivalent combination of education and experience.
Seven or more years of experience on Capitol Hill, within the federal government, and/or within the State of Texas government strongly preferred.
Knowledge, Skills, and Abilities
Strong understanding of federal and State of Texas legislative and regulatory processes, with the ability to navigate complex political environments.
Demonstrated ability to support government affairs strategies and contribute to policy and advocacy efforts.
Excellent written and verbal communication skills, with the ability to engage effectively and diplomatically with policymakers and stakeholders.
Strong analytical skills, including the ability to interpret legislation, assess policy implications, and contribute to position development.
Proven ability to build and maintain professional relationships with internal and external stakeholders.
Ability to manage multiple priorities and operate effectively in a fast-paced, deadline-driven environment.
High level of professionalism, discretion, and sound judgment in politically sensitive situations.
Proficiency in standard office technologies and presentation tools.
Preferred / Desired Qualifications
Experience working for elected officials or within government at the federal or State of Texas level.
Established relationships with federal, state, or local policymakers and their staff.
Familiarity with higher education policy, workforce development systems, and economic development initiatives.
Strong writing and editing skills, including the ability to develop briefing materials and policy communications.
Ability to synthesize complex information into clear, concise messaging for diverse audiences.
Experience supporting coordinated government affairs or stakeholder engagement initiatives
WORKING CONDITIONS
Requires flexibility to work evenings and weekends, particularly during legislative sessions.
Ability to travel regularly, including to Austin, Washington, D.C., and other relevant locations.
