We have an exciting opportunity for a Senior Contracts Manager within our Mission Systems (MiS) Simulation and Training Solutions (STS) Contracts organization.

The person in this role will be a strategic member of the team, with leadership responsibility over proposals and contracts and will work closely with the responsible Value Stream Leader (VSL) and other program leadership.

This is an Onsite role in Carlsbad, CA.

What You Will Do:

  • Provide support to senior management regarding contractual and business issues
  • Advise management of contractual rights and obligations and possible mitigation of contractual or programmatic risks
  • Build relationships with regular communication with key leaders both internally and externally, interfacing with customers for correspondence, contractual changes, and contractual issues
  • Analyze Request for Proposals (RFP), proposal reviews and coordination, contract negotiation, support program management and executive reviews and general contract administration
  • Maintain and drive a robust change management process across the portfolio to recognize and eliminate ambiguities or unauthorized changes that could result in cost overruns, delivery and performance problems, and/or schedule delays in this development program
  • Develop a strong customer relationship built on regular communication regarding all contractual and financial matters
  • Minimal travel (<5%) to other Collins or customer sites

Education / Experience Needed:

  • Typically requires a University Degree and minimum 7 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
  • Must have a minimum of 7+ years of professional experience with US Government (USG) contracts administration / management including proposals, cost structures, performance requirements, delivery schedules, terms and conditions or other closely related contracts experience
  • Experience in Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS), and equivalent U.S. Government regulations
  • The ability to obtain and maintain a U.S. government issued security clearance if needed
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

  • Contracts Certifications such as CPCM or CFCM
  • Experience in change management, requests for adjustments (REAs), engineering change proposals (ECPs), dispute resolution, and negotiations.
  • Experience with various contract types (FFP, FPIF, CPFF, CPIF, etc.)
  • Experience in contract & financial structures such as pricing strategies, policy & procedure and / or compliance principles
  • Must be able to recognize business and contractual issues in program performance, implement solutions and carry to completion while exercising good judgment with minimal supervision

The salary range for this role is 137,000 USD - 275,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
