Job Summary: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the 9th Mission Support Command, Deputy Chief of Staff, G8 located at Fort Shafter Flats, Hawaii.

Major Duties:

  • Manage and administer the distribution of allotment to programs based on available Program Budget Guidance and program spend plans.
  • Oversee actions, permissions, and reporting within accounting and financial systems such as the General Fund Enterprise Business System (GFEBS).
  • Facilitate budget review and validation discussions, work groups, and operations for formulation of future fiscal year financial requirements.
  • Manage and supervise the execution of all financial management programs for the Command.
  • Manage and administer the Defense Travel System (DTS), Government Travel Card Program, Centralized Billing Accounts (CBA) for air travel and ticketing reconciliation, Regional Level Application Software (RLAS), Resource Management Tool (RMT).
  • Manage and administer Wide Area Work Flow (WAWF), and funds control for Global Combat Support System-Army (GCSS-Army) for the Command, providing training and guidance to staff throughout the Command on each system.
  • Develop policies, programs, and systems for increasing efficiency and economy of Command resource management functions and operations.
  • Prepare special one-time cost estimates and force structure actions for Operations and Maintenance, Army (OMA), Army Reserve (OMAR), and/or Reserve Personnel, Army (RPA) appropriations and other specific appropriations as funding is received.
  • Exercise supervision over the daily activities of a full-time staff which includes both military and civilian employees and contractors assigned to assist in carrying out the functions of the unit.
  • Coordinate the day-to-day operation of the G-8 and exercise control in such areas as Budget Formulation and Execution, Force Structure, Force Modernization, audit readiness, and US Army Reserve (USAR) pay throughout the Command.

Specialized Experience: One year of specialized experience which includes 1.) coordinating and maintaining fiscal, accounting, and budget services; 2.) advising management on available budget resources; 3.) comparing program requirements with available funds; 4.) monitoring funds usage; 5.) interpreting and implementing accounting standards and policies; and 6.) exercising supervision over the daily activities of a full-time staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
