KBR (formerly LinQuest) is the prime contractor on the MILSATCOM Systems Engineering, Integration, and Test (MSEIT) contract. By applying to this position, you are in consideration for KBR employment. However, you also have the option to be hired by one of our subcontractor teammates.
You will join a systems engineering team defining the next generation of space communication systems supporting US Space Force (USSF) satellite communications. You will support Systems Engineering & Integration (SE&I) activities in a multidisciplinary and collaborative environment. You will interface and collaborate with SE&I team members, contractors, government civilians and members of the USSF. You will lead and support several working groups responsible for leading technical discussion, resolve and identify risk, requirement gaps, developing briefings, writing, and tracking action items, and authoring meeting minutes.
The MSEIT effort provides leading edge Systems Engineering & Integration (SE&I) for the US Space Force’s Space Systems Center (SSC). We support the Space Force’s acquisition of state of the art satellite communications systems, providing global secure, survivable, and protected communications for our nation’s warfighters. Key Responsibilities:
- Serve as the primary deputy to the PTES Program Manager, supporting overall program planning, execution, and performance across cost, schedule, and technical baselines.
- Coordinate with government leadership, contractors, and mission partners to ensure program objectives, deliverables, and milestones are met.
- Lead day‑to‑day PMO operations, including task prioritization, stakeholder coordination, progress tracking, and issue resolution.
- Oversee integrated master schedule (IMS) alignment between government and contractor teams, ensuring dependencies, risks, and critical paths are clearly managed.
- Support development and maintenance of program roadmaps, acquisition strategies, budget plans, and execution documents.
- Facilitate program reviews, ensuring technical readiness, risk mitigation, and mission assurance objectives are satisfied.
- Act as the primary interface with cross‑functional teams—including engineering, Modeling and Simulation, test, cybersecurity, logistics, and contracting—ensuring synchronized program execution.
- Coordinate contractor performance evaluations and Award Fee comments, contract modifications, and work authorization processes.
- Lead or support risk, issue, and opportunity (RIO) management, including development of mitigation plans and tracking actions to closure.
- Support preparation of decision briefs, acquisition packages, milestone documentation, and leadership updates for SSC and PEO‑level reviews.
- Engage with external programs and enterprise partners to ensure PTES alignment with MILSATCOM architectures, force design, and enterprise ground roadmaps.
- Represent the PMO in technical interchange meetings, working groups, program management reviews, and cross‑program coordination forums.
- Support budget planning, programming, and execution (POM/BES), ensuring funds are aligned with priorities and executed efficiently.
- Oversee process improvements, workflow streamlining, and PMO tool development to enhance program transparency and execution efficiency.
- Provide mentorship and functional guidance to project officers, engineers, analysts, and support staff throughout the PTES program team.
- Ensure compliance with Space Force acquisition policies, cybersecurity requirements, configuration management, and data rights processes.

Qualifications:
Required:
- An active TS/SCI clearance is required for this position
- Bachelor of Science and twenty-five (25) years or more experience; Master of Science and twenty (20) years or more experience; 4 additional years of experience may be used in lieu of additional degrees; additional master’s degrees or PhD considered a plus and may impact compensation profile
- Experience with space-based communications systems and/or military or satellite ground systems
- Experience with technical requirements development, systems engineering, systems integration, technology development, and overseeing development contracts to develop, design, assess simulation and prototype hardware and software
- Must have an in-scope security background investigation (S or TS), and SCI eligible and enrolled in the Continuous Evaluation program (if applicable)
Basic Compensation: $183,000-$229,000 in California
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
