Working in Vietnam since the early 1980s, PATH established a permanent office in Hanoi in 1997 and an office in Ho Chi Minh City in 2014.
PATH is working closely with the National Institute of Malariology, Parasitology and Entomology (NIMPE) to advance Vietnam’s goal of eliminating malaria by 2030. To support this effort, PATH is strengthening the use of malaria surveillance data from central to commune levels, enabling real-time monitoring and rapid, targeted response across the country. In parallel, PATH is enhancing cross-border collaboration to accelerate progress and fostering stronger political commitment and increased domestic financing to support institutionalized, PHEOC-led malaria elimination efforts.
PATH is seeking a Project Officer to support the implementation of these activities. The Project Officer will report to the Team Lead and work closely with the PATH Malaria, Market Dynamics, Diagnostics and Health Security technical teams to execute high quality management of programming implementation. Our partners include but are not limited to the Ministry of Health, NIMPE, IMPEs, provincial departments of health, provincial CDCs,CHAI, NGOs supporting NIMPE, private sector partners, and other relevant international/national agencies.
Responsibilities:
• Support project managers in the planning, development, and implementation of project activities
• Facilitate and support projects roll out in a timely manner to ensure implementation, monitoring and supportive supervision of project activities.
• Lead the monitoring and evaluation of the project to ensure that evidence is gathered, and milestones and deliverables are met.
• Collaborate with NIMPE, IMPEs and provincial CDCs,CHAI, NGOs, and other relevant stakeholders on the project design, implementation, and monitoring activities.
• Provide technical assistance to the regional, provincial, district and commune level health offices on surveillance, case investigation, rapid response activities, EOC
• Work closely with the technical team, IT staff, and project partners to identify issues/challenges and develop strategies for effective implementation of workplan activities.
• Proactively learn and keep up to date on the latest guidance on malaria case and surveillance, and participate in national, regional, and global malaria conferences and workshops.
• Build, develop, and maintain relationships with local key stakeholders and other organizations in project-related activities.
• Serve as a technical specialist to strengthen PATH’s malaria program portfolio in Vietnam and the Southeast Asia Region.
• Support with other project- and malaria-related tasks and activities that may arise during the course of the project.
• Participate in the yearly development of a project work plan, including budgeting.
• Participate in funding raising activities for proposal development
• Mentor and build capacity for less experienced staff and partners.
Required skills and experience:
• Education and/or public health professional with advanced degree or relevant background.
• A minimum of 5 years working experience in public health. Knowledge infectious diseases highly preferred
• Experience working effectively with government agencies, and private sector counterparts, especially with the Ministry of Health.
• Understanding of the Vietnam health system and implementation of health programs at both the central and provincial level.
• Ability to work collaboratively across disciplines and support diverse team members in completing tasks.
• Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.
• Ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
• Well-organized and detail oriented with good follow-through.
• Self-starter with ability to handle multiple assignments, establish organizational systems and structures, and support teams to stay on task.
• Strong interpersonal skills and ability to work effectively as a team in a fast-paced, multi-cultural, international environment.
• Excellent written and spoken English is required.
• Willingness and ability to travel up to 30 percent.
