Key Responsibilities:
The Project Manager’s responsibilities include, but are not limited to:
1. Overall Project Management
a. Manage day-to-day operational aspects of the project by effectively coordinating relevant construction and engineering activities between the main contractor, sub-contractors, vendors,
other third parties, local authorities, Terminal departments (Operations, HSSE, Maintenance, Procurement, and Logistics), and Management team.
b. Provide technical reviews and recommendations, including the integration of operational requirements/feedback in the design and its implementation.
c. Review, revise as required, and implement detailed project execution plans within the agreed overall project timeline, Terminal strategy and requirements.
d. Ensure the Company's HSSE standards and policies are strictly observed and implemented throughout the duration of onsite construction activities.
e. Ensure smooth progress and completion of the project within the approved budget, timeline, quality and industry standards, and in line with the project scope and contract, applicable local laws and regulations.
f. Set up project-related cost control structure for monitoring, steering and reporting purposes.
g. Prepare, keep up-to-date and fortnightly report to Terminal Management a R.A.I.D. register in order to anticipate and proactively manage potential project risks.
2. Contractor, Engineering Support, and Supplier Management
a. Ensure that all project documents are complete, correct, and in line with technical and design specifications, operational, authority and contractual requirements.
b. Effetively coordinate activities of various third-parties (e.g. MSRA, HAZOP, inspections, NDTs, etc.).
c. Evaluate and approve contractor submissions and ensure strict compliance with the scope of work and all other and contract terms and conditions with regards to residual engineering and field design changes, engineering/design calculations, sub-contractor and vendor selection, material selection.
d. Coordinate project activities and directing the integration of multi-party tasks.
e. Review and ensure proper implementation of quality assurance procedures.
f. Prepare and implement, in collaboration with the engineering support team and contractor, Communication and RACI matrices, which shall be followed for all project-related communications and approvals.
3. Site and Construction Coordination
a. Effectively enforce the Company’s project, technical and HSSE standards and requirements.
b. Enforce the Company’s HSSE reporting requirements.
c. Supervise, monitor and inspect contractors and suppliers’ work and material to ensure performance is of acceptable quality
d. Periodically review work progress, monitor accomplishment of agreed milestones, proactively identify potential delays, and implement recovery/mitigating measures/catch-up plans to keep pace with target schedules.
e. Review and approve Quality Control surveyor reports.
f. Review and approve Piping Layouts, Equipment and Material data sheets.
g. Review and approve General Arrangment and detailed drawings.
h. Review, correlate, and approve design documents, Isometrics, GADs and P&IDs, and cross-check the bill of materials submitted by the contractor.
i. Review and approve contractor method statements/risk assessments and procedures.
j. Coordinate with the engineering support team, contractor and other third parties for field design changes, site constraints and status of documents, preparation of as built-drawings and other documents.
k. Monitor and control site activities, and timely discuss corrective actions with all concerned stakeholders.
l. During site inspections and onsite activities, observe work practices and site conditions and promptly raise concerns where activities are found to be non-compliant with Client requirements, applicable standards, or good industry practice.
m. In case any unsafe condition or act presents an immediate risk to personnel, assets, or the environment, immediately cease the affected activity, notify the Client and PC Contractor, and keep the activity temporarily suspended until the unsafe condition or act is resolved.
n. Ensure that all equipment, materials and supplies are inspected, stored, handled, erected, tested and commissioned in accordance with the applicable codes, specifications, drawings and design documents.
o. Ensure that Permit to Work system requirements are complied with throughout the Terminal premises. Coordinate with concerned Terminal departments (i.e. Operations, Maintenance, HSSE, Procurement) and all third parties for interface activities. Ensure that work area checks, PTW and HSSE requirements are followed and maintained on site before start of any work.
p. Conduct and lead weekly progress meetings with the engineering support team, contractor and other third parties, and ad hoc meetings to resolve on site construction issues as they arise.
q. Prepare and submit fortnightly project reports to Terminal Management to provide updates on project progress, two-week look ahead plan and to resolve any current and/or foreseen issues and concerns.
4. Project Accounting
a. Manage project budget and schedules to ensure that they fall within agreed targets.
b. Document, review, negotiate and endorse for approval any changes or variations if reasonably justified.
c. Review and timely endorse for approval all vendor and contractor payment requests and invoices after verifying goods and services delivered against quality and quantity requirements and specifications.
d. Track all vendor and contractor payments against approved budgets and agreed terms.
5. Commissioning
a. Develop, together with the engineering support and contractor, effective and detailed commissioning plans to ensure that the facility, new and integrated systems (e.g. SCADA, ESD, fire fighting, utility systems, etc.) will be functional as per design specifications. This includes commissioning materials and spare parts requirements, familiarization and inclusion of Terminal Operations and Maintenance teams in commissioning activities.
b. Participate in pre-commissioning and commissioning activities.
c. Collaborate with vendors, contractors, and third parties, to ensure the provision of technical guidance and training to Terminal teams in the operation and maintenance of the new facility and equipment.
d. Coordinate with the engineering support team and contractor and liase with JAFZA and other relevant government authorities to timely obtain all necessary NOC and permit approvals.
e. Provide guidance and inputs for the preparation of Standard Operating Procedures and Preventive Maintenance Programs for Terminal Operations and Maintenance teams.
6. Project Close-out
a. Ensure that all project documentation is complete, up-to-date, in line with contractual obligations, and filed appropriately.
b. Ensure that all penalties to be claimed by the Company are raised as and when necessary.
c. Review and settle variations and claims by the contractor, vendors and other third parties, if any.
Knowledge, Skills and Abilities
Graduate of any Bachelor’s Degree in Engineering, preferably Mechanical, Electrical, or Civil.
Holder of Project Management Professional (PMP) Certification.
Minimum of 5 years cumulative experience in Project Management within petroleum, petrochemical, and/or chemical terminal facilities, preferably in the U.A.E.
Knowledgeable in relevant industry standards – e.g. API, ASTM, ASME, NFPA, etc.
Holder of relevant industry certifications an advantage – e.g. API, EI, NFPA, NEBOSH, etc.
Experience in engineering design work an advantage.
Experience in implementing and managing FIDIC contracts.
Proficiency in oral and written English communication.
Proficiency in the preparation of technical/project reports and presentations.
Proficiency in the preparation and use of R.A.I.D. register for project risk management and reporting.
Capable of working in adverse outdoor environment.
Strong leadership, problem-solving, decision-making skills, and the ability to maintain composure in fast-paced, high-pressure work situations.
