We are seeking a highly skilled and experienced Project Manager (PM) to provide senior-level program oversight and leadership in direct support of United States Special Operations Command (USSOCOM) at MacDill Air Force Base, Tampa, FL. The PM will serve as the primary point of contact between the prime contractor organization and the Government customer, bearing full accountability for task order (TO) performance, technical quality, schedule adherence, and resource management.
Key Responsibilities
- Serve as the prime contractor's senior on-site representative, with full authority to make binding decisions on organizational and programmatic matters in response to Government direction and concerns.
- Assign, coordinate, and oversee tasks across contractor personnel, ensuring alignment with TO requirements, performance standards, and delivery timelines.
- Manage all aspects of task order performance from initiation through close-out, including scope, schedule, cost, quality, and risk.
- Proactively identify and communicate potential contractual, programmatic, technical, and resource issues to the Government customer and internal leadership, with recommended courses of action.
- Facilitate regular program reviews, status briefings, and coordination meetings with Government stakeholders, subcontractors, and cross-functional teams.
- Monitor contractor performance metrics and implement corrective action plans as necessary to maintain quality standards and contractual compliance.
- Oversee onboarding, transition, and off-boarding of contractor personnel, ensuring continuity of operations and knowledge transfer.
- Coordinate with contracts, finance, and HR personnel to manage invoicing, contract modifications, and staffing actions in a timely manner.
- Ensure all contractor activities comply with applicable regulations, security protocols, and organizational policies, including those specific to J39 operations and USSOCOM directives.
Required Qualifications:
- Hold a Project Management Professional (PMP) certification or Program Management Professional (PgMP) certification.
- At least three years of experience within the last seven years directly supporting projects requiring working knowledge of J39 operations, issuances, and policies.
- TS/SCI Clearance
- Demonstrated ability to manage full project lifecycles including planning, execution, monitoring, and close-out in a government contracting environment.
- Strong written and verbal communication skills, with experience preparing and delivering executive-level briefings, status reports, and program documentation.
Desired Qualifications:
- At least ten years of experience leading the implementation of programs or projects in SOF data analytics, PSYOP, Civil Affairs or Special Activities.
- Bachelor's degree or higher in Business Administration, Project Management, Engineering, or a related field.
- Experience managing multi-million-dollar defense contracts, including cost-plus and firm-fixed-price vehicles.
- Familiarity with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and DoD contracting processes.
- Prior military service, preferably with experience in Special Operations, Information Operations, or related functional areas.
